Background

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives; and in Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Strengthening Drought Resilience (SDR) support Programme of GIZ was initiated in 2013 as a response to the Ethiopian Government’s appeal to end drought emergencies. Thus, SDR Program is closely linked to the Country Programming Paper (CPP) to End Drought Emergencies in the Horn of Africa and anchored in the over-arching Growth and Transformation Plan (GTP). This programme is implemented under the Ethiopian Ministry of Agriculture and Livestock Resources (MoALR), the respective decentralised bureaus and the GIZ.

The SDR-Programme of GIZ supports the Ethiopian government’s endeavours to strengthen the drought resilience capacity of pastoralists and agro-pastoralists in selected pilot areas in Afar and Somali regions, by allowing them to adapt their livelihood system to a changing natural and socio-economic environment context in order to get a higher and more secured income.

For its SDR program activities, GIZ is looking, for a PM&E Expert as per the detail below:

Responsibilities

The PM&E expert is responsible for

  • The regional PM&E Expert is responsible for overall regular planning, monitoring and evaluation, implementation, data collection and data analyses within the results-based monitoring and evaluation system of the Strengthening Drought Resilience (SDR) Programme in Somali region, in line with GIZ regulations and in collaboration with its partner institutions. The holder of the position will be part of SDR’s PM&E unit and will work in close collaboration with SDR’s international PM&E advisor in Addis Ababa and the PM&E experts in Semera (Afar Region). He or she will implement the programme’s PM&E system under supervision of the regional programme manager, project manager and international M&E advisor and will be responsible for the collection, compilation and aggregation as well analysis and reporting of specific data relevant for the activity, progress and impact monitoring and evaluation. Besides, he or she will contribute to the further development, application and follow-up of PM&E tools and formats. Responsible to compile, aggregate and capture data arriving from the technical, financial and regional teams of the SDR programme and its different projects;
  • Analyse, aggregate and consolidate all collected PM&E data and support the preparation of regular progress reports as well as presentations for ad hoc requests of project managers, donors and partner structures.

 

Tasks

 

Advising the partner institutions

The PM&E expert

  • Support the international PM&E advisor of SDR Programme to monitor and evaluate results and indicators of all SDR
  • Assist the SDR team, its technical experts and partner organizations to implement the results-based monitoring system, including the collection, analysis and reporting of relevant data;
  • Compile, aggregate and analyse data form the different regions and projects arriving at finance level (for settling daily labour costs etc);
  • Utilize designated PM&E tools and processes that allow the programme management, learning processes as well as its strategic development and contribute to its effectiveness and accountability;
  • Provide capacity development to the programme’s personnel and partner staff for the implementation of PM&E system, tools and methodologies;
  • Support the introduction and consequent follow-up of unified implementation coding system of different field measures in regard to costs and impacts;
  • Support the monthly and quarterly data collection following the core processes based on existing data collection formats and information gathered from finance and administration sources;
  • Support the on-going task of activity and progress reporting for the different projects in the SDR programme portfolio;

Networking and cooperation

The PM&E expert

  • Participate in relevant meetings and workshops;
  • Cooperate with national and international consultants;
  • Advise partner organisations on regional, zonal and woreda level to improve their own PM&E system including common indicators tools and processes;

Knowledge management

The PM&E expert

  • Build up database of existing formats and establish the use of formats, explain existing formats to colleagues and ensure data collection;
  • Identify gaps in the data collection system and organize actively missing data;
  • Follow-up on and ensure data collection on regional level, according to specified formats.

Coordination tasks

The PM&E expert

  • Support the preparation of presentations for the steering committees at national and regional level as well as the data preparation for ad hoc requests of partner and donor structures;
  • Perform other duties as assigned by the Regional Programme Manager and Project Manager.

Job Requirements

Required qualifications, competences and experiences

Qualification

  • A minimum of bachelor’s degree from an accredited college or university in monitoring and evaluation, development studies, sociology, geography or agricultural economics;

Professional experience

  • Minimum of 5 years’ service after qualification with bachelor’s degree in relevant fields with proven practical experience in planning, monitoring and evaluation and data analysis;
  • Experiences in working with research institutes, governmental structures, international organisations or NGOs.

Other knowledge, additional competences

  • Ability to fulfil the tasks independently and to be creative and innovative;
  • Capacity to work in a multi-national team, with a service attitude towards internal and external partners;
  • Gender sensitivity and knowledge about gender disaggregated PM&E;
  • Excellent communication skills, both in written and oral English. Good knowledge of Amharic and Somali is of advantage;
  • Excellent computer skills in software application Excel, Office;
  • High level of motivation, proactivity, self-discipline, integrity and accountability;
  • Very good skills in the use of internet for computer-based data collection systems;
  • Knowledge of the arid- and semi-arid lowlands of Ethiopia and pastoral areas;
  • Very good communicative competences in order to capture and compile data from different staff and projects. Capacity to speak with project managers, team leaders and other staff.
