POSITION SUMMARY:

Under the guidance MOH_MCH directorate director the PMTCT Adviser Seconded at MOH will  support in  design and implementation of quality comprehensive HIV care and treatment programs at the Federal Ministry of Health, focusing on PMTCT, e-MTCT, care & treatment, retention in care, HVL management DSD, lab support, M&E and quality improvement activities.

S.NOMAJOR ACCOUNTABILITIES at FMOH/FHAPCO Levels

1

Support planning, capacity building, implementation support and monitoring of early ART initiation, ART optimization, adherence support/retention for PMTCT clients

2.

Support FMOH in RVLM and HVL management areas and Strengthen timely VL monitoring and improved result management in PMTCT clients

3.

Prepare orientation materials for cascading at regional level on identified new initiatives.

4.

Regular member of national PMTCT TWG and support PMTCT/e-MTCT activities

5.

Participate in national supportive supervision on HIV PMTCT/e-MTCT  care and treatment & new initiatives focused program areas.

Participate in the national HIV PMTCT/e-MTCT care and treatment consultative workshop as needed.

Timely deliver requests from ICAP RPSCBD

8

Provide TA to optimize pediatric and adolescent case finding and enhance viral suppression at 100%  of supported HFs in the  in Maintained regions

9

Monitor the regional level effort of elimination of mother to child transmission of HIV (PMTCT& e-MTCT program  in regions

10

Support MOH to prepare and avail job aid on new TLD recommendation for all.

Monitor implementation of enhance post  natal prophylaxis  at all regions

Implement e-MTCT strategies per FMOH’s guidance  (Ensure   95% of PMTCT_ART coverage and ARV prophylaxis for HEI , Regularly monitor e-MTCT implementation  in  regions)

Improve EID testing coverage through regular monitoring of timely testing and result delivery.

Ø  Monitor the Performance of EID Point of care testing sites (POCs)at each region.

Ø  Link all HIV positive infants to ART and initiate ART immediately (TX New <1 yr.) Vs HEI-POS reported need to be comparable.

Ø  Regularly monitor key EID commodity stock status

Support MOH to prepare and avail job aid on new TLD recommendation for all.

Support MOH in regularly monitoring the implementation of TLD for all,

Strengthen the coordination with relevant stakeholders to support national e-MTCT strategies

Support MOH to ensure e-PNP and TLD for all are mentored through existing platform

Support MOH in providing TOT training on PMTCT and e-MTCT

Support implementation of PrEP for PMTCT clients

20

Provide day-to-day oversight of selected  sites, activities, monitor and document progress toward achievement of initiatives’ goals and objectives, coordinate annual work planning processes, and contribute to project goal

Coordinate closely with the MOH and stakeholders to ensure appropriate, high-quality and timely technical assistance for regions

In collaboration with PPD and SI unit of ICAP, drive continuous use of data to track program quality, outputs and outcomes.

Synthesize successful results, prepare, and disseminate reports and guidance on PMTCT/e-MTCT best practices and approaches for wider replication and use in the country.

Ensure that all reports, and write ups, including but not limited to success stories and program briefs are data driven and articulate a compelling story.

Job Requirements

REQUIRED QUALIFICATION AND WORK EXPERIENCE

·         Doctorate in Medicine with minimum of 10 years’ experience /MD with MPH with 6 years of experience.

·         Experience in HIV, PMTCT/e-MTCT program technical coordination

·         Training in HIV, PMTCT/e-MTCT

·         Experience in teaching, mentoring, organizing and conducting training.

·         Experience in development of national documents related to HIV/AIDS Programs

·         Excellent interpersonal and coordination skills

·         Proficiency in written and spoken English

·         Computer skills (MS Office and statistical packages)

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
