 Background

Under the overall supervision of the Migration Management Programme Coordinator (MMPC) and direct supervision of the MMU Protection Officer, the incumbent shall be responsible for assisting with the development, implementation, monitoring and effective coordination of advocacy and policy related initiatives in Ethiopia. In particular, he/she will:

Responsibilities and Accountabilities:

  1. Provide technical assistance and support to GoE institutions relevant to the development and implementation of laws and policies related to migration management priorities in Ethiopia.
  2. Support the MMPC in developing a strategy and advocacy plan for mainstreaming migration assistance and protection priorities into relevant GoE policy streams, in collaboration with governmental and non-governmental stakeholders.
  3. Ensure the timely implementation of MMU project activities relating to policy development, research, and advocacy in the field of migration management.
  4. Work closely with the local Government, UN agencies to organize migration management policy coordination and harmonization meetings, consultations, and dialogues.
  5. Promote research conducted by IOM and ensure wide dissemination of findings through various platforms.
  6. Stay abreast of policies, international standards and best practices relating to migrant assistance and protection and assistance.
  7. Work with Monitoring and Evaluation staff to ensure realization of policy-related results in MMU projects and consultative processes.
  8. Support in preparing interim and final project progress reports as well as updates as requested by donor.
  9. Undertake duty travel as necessary.
  10. Perform any other duties as may be assigned.

Job Requirements

Education

  • University degree in law, political science, international development or international relations from an accredited academic institution.

 Experience

  • Minimum of 8 years of relevant work experience in the field of policy development, policy advocacy or legal drafting migration management in Ethiopia.
  • Demonstrated experience providing technical inputs into policy development and governance processes, with specific emphasis on socio-economic policies.
  • Proven experience in working in liaising with Government and other key stakeholders to deliver policy level results.
  • Excellent technical writing and reporting skills in both English and Amharic.
  • Working knowledge of Ethiopia’s policy making institutions, processes and key actors.
  • Experience working towards assistance and protection of migrants and/or other vulnerable groups in highly desired.
  • Research experience in the field of migration, migration governance, migrant protection and assistance including field experience in project implementation is highly desired.

Language

Fluency in English is required.

Working knowledge of French and/or Spanish is an advantage.
