Context The French Red Cross (FRC) aims to prevent and alleviate all forms of suffering. In France, it leads and initiates actions of solidarity, child protection, fight against loneliness of the elderly and against violence. As an auxiliary to the public authorities, the French Red Cross intervenes during natural disasters and exceptional situations. Internationally, the FRC works in 24 countries alongside National Societies on the following themes: health, water and sanitation, distribution of essential goods, psychosocial support, access to basic services, social cohesion, livelihood support, natural disaster risk reduction, emergency relief and recovery support.

Pilot Programmatic Partnership (PPP) in the Republic of Chad The PPP in Chad was implemented from October 2021 to March 2022. This 6-month pilot phase was implemented by the partners of the RC/RC Movement, namely the CRF (R1 and R2), the CRIT (R3) and the CRT (R4 and R5) with technical support from the IFRC on R5. Following this first phase, the PPP is now continuing in the framework of a 36-month deployment phase spread over a year. To date, the current action will last from April 2022 to April 2023 (13 months). Several intervention zones are concerned; West Mayo Kebbi, Eastern Logone and Western Logone, the Lake Province. The programme comprises 5 pillars as follows – R1 Risk and disaster management (CRT/CRF). – R2 Preparedness and response to epidemics and pandemics (CRT/CRF). – R3 People on the Move (TRM/IRC). – R4 Cash and voucher assistance (TRM/IRC/RLUX). – R5 Risk communication, engagement and accountability (RTA, IFRC).

Position Function Under the responsibility of the Head of Sub-Delegation, the function of the PPP Project Manager is : – Supervise, coordinate and ensure the implementation of the activities of the PPP project’s output 1 and 2 in Chad; – Manage the administrative, HR, financial and logistical follow-up of the activities of the PPP project’s output 1 and 2; – Ensure external coordination with other humanitarian actors, the RC Movement, and technical partners in the project intervention areas.

Reporting lines The PPP Project Manager works under the hierarchical responsibility of the Head of Sub-Delegation. He/she supervises the deputy on the DRM (Risk and Disaster Management) component and the health deputy on the epidemic/pandemic preparedness and response component of the CRT.

Functional links The PPP Project Manager has a functional link with – The CRF Programme Coordinator based in N’Djamena – The PPP Coordinator based in Yaoundé – The RWC GRC Manager based in N’Djamena – The SERA Delegate based in N’Djamena – Donor Reporting and Contract Management Delegate based in N’Djamena – CRT’s GRC Department at the national level – The CRT Health Department at the national level – The CRT’s GRC and health technical referents at headquarters/regional level – Institutional links – With CRT, the National Society hosting the operation – The senior teams of the health district(s) responsible for epidemiological surveillance and the DHIS2 – Support services and programmes CRF/CRT Bongor

Intervention area The PPP Project Manager is based in Bongor; he/she will cover the whole of the Mayo-Kebbi East region and, if necessary, neighbouring regions. the neighbouring regions. Profile of the candidate Education ● Level I diploma in public health and/or health professional (doctors or state qualified nurse) ● Training in diseases with epidemic potential appreciated ● Training in risk and disaster management ● Experience in conducting training courses for health professionals ● Training or technical knowledge of health systems in developing countries would be an asset

Job requirements ● At least 2 years experience in an emergency epidemic response programme ● Experience in training ● Thoroughness ● Pedagogy ● Organizational and team management skills, coordination skills ● Ability to work in an intercultural team ● Knowledge of the Red Cross/Red Crescent Movement and the FIU preferred ● Knowledge of the Chadian context (functioning, actors, financing) would be an asset ● Computer skills: complete autonomy in Windows and mastery of databases

Languages French is the working language. Fluency in English is a plus.
