SUMMARY OF ROLE

IntraHealth is seeking a qualified Principal Investigator/Project Director for a CDC-funded health information systems project in Namibia, the Namibia Project for Information System Strengthening, Continuous Quality Improvement and Enhanced Surveillance to Sustain Epidemic Control. The goal of the project is to support the MOHSS to develop an interoperable HIS system that will enable Namibia to reach, and sustain, epidemic control. The Project Director is responsible for overall leadership and management of the project, providing strategic guidance and vision and ensuring strong coordination with relevant government counterparts, stakeholders and other project partners/ collaborators. They will oversee all aspects of the program with a focus on the technical integrity of program design and implementation and ensuring targets are met on time and within budget. This position is based in Windhoek, Namibia.

ESSENTIAL FUNCTIONS

  • Provide management leadership (programmatic, financial, and administrative) for the project, ensuring full alignment with national standards and CDC requirements.
  • Lead the project’s technical and operational teams in the planning and implementation of all project activities, ensuring deliverables are met according to schedule and budget.
  • Experience in networking with high level decision/policy makers at the MoHSS and other organizations to take decisions and guide project implementation strategy to achieve sustainable results
  • Build and maintain collaborative working relationships with CDC, the Ministry of Health, partner agencies, and other stakeholders and establish a credible program amongst key HIS players and PEPFAR implementing partners in country.
  • Demonstrate a good understanding of Namibia’s health information systems, PEPFAR priorities in Namibia, and HIV/AIDS epidemic.
  • Establish strong working relationships and ongoing dialogue with the principal HIS and HRH policy and decision makers at the MOHSS, other government agencies, regulatory bodies, and other interested groups to assure that project activities are relevant and appropriate.
  • Provide credible expertise in the application of technology, data analysis methods and use of data and innovations to strengthen health systems and services.
  • Ensure the quality of project products and deliverables, including high quality program and financial reports that demonstrate results and impact and that are in accordance with CDC and IntraHealth procedures, policies and standards.
  • Guide the learning agenda for the project, using evidence-based approaches and lessons learned to modify project approaches and strategies, and disseminate findings.
  • Supervise and oversee the work of project staff, partners, and subcontractors.
  • Exercise sound financial management skills, including effective project spending.
  • Represent the project and IntraHealth International at high-level meetings.

Qualifications and experience

  • Advanced degree in a health related field (MD or MPH, PhD preferred), information sciences, management, international development or business administration.
  • At least 12 years of experience, including 7+ years of demonstrated experience in operational, project management, and administrative duties for U.S. Government–funded projects.
  • Previous experience as a senior staff in health systems strengthening, health management information systems and human resources for health is an advantage.
  • Success in leading complex projects and experience in program administration, financial oversight, award contractual compliance, sub-award management required.
  • Demonstrated strategic vision for the health sector, leadership qualities, depth and breadth of technical and management expertise and experience.
  • Demonstrated technical depth and understanding of electronic health information systems in low- and middle-income countries.
  • Experience managing PEPFAR/CDC programs, contracts, and reporting systems, and coordinating with CDC partners is preferred.
  • Solid professional reputation and a proven success building relationships with host country government agencies, counterparts, and donors (e.g., CDC, USAID, DFID, Foundations).
  • Excellent written and oral presentation skills.
