ROLE PURPOSE

Plan International Liberia (Plan) requires a qualified, well experienced with level of professionalism and seniority of a person to perform and manage the procurement and administrative aspects of grant implementation under a large-scale program to support HIV and TB prevention efforts in Liberian communities.  Plan International Liberia (Plan) was awarded Principal Recipient (PR) role for implementation of the key population and community component of the TB/HIV grant in Liberia alongside the Liberian Ministry of Health with a large budget. Currently Plan has been implementing the Malaria grant as PR in Liberia since 2011.

 

Dimensions of the Role

PROCUREMENT

  • Support the Plan Global Fund program unit in implementing procurement management systems, including purchasing and tender/bidding procedures, sourcing quotations for goods and services in line with the Global Fund and Plan Liberia procurement guidelines. 
  • Engage in the local procurement process by preparing invitation to bid, short listing or prequalification; preparation of tabulation of technical bids and submission of such bids through the Administrative Manager to the Selection Committee for review. 
  • Contact suppliers for additional information required by Selection Committee Members. 
  • Undertake periodic local market surveys in collaboration with the Plan Liberia Administrative Department to guide Selection Committee Members’ deliberations, decisions and or recommendations and also maintain a roster of suppliers/contractors for the purpose of fair and competitive bidding process/systems in line with the Plan Liberia process and approved vendor list. 
  • Follow each stage of the supply operations from the submission of purchase requisition up to delivery in-country. 
  • Ensure accountability and quality control for all items supplied to Plan Liberia or Partners. 
  • Ensure proper documentation and audit tracking for items ordered, received and dispatched to beneficiaries by Plan. 
  • In collaboration with Plan Liberia Administrative Department, cultivate and maintain excellent relation with the Government of Liberia, especially Ministry of Foreign Affairs, Ministry of Development, Ministry of Finance, National Revenue Authority, and the National Public Procurement Authority.  
  • Provide efficient and reliable clearance of Plan equipment and supplies. 
  • Management of supplies used in the Global FUND Program including requisitioning, local and international purchase, clearance, transport, storage and delivery. 
  • Support the Administrative Manager in establishing and maintaining vendors and contractors’ data and dealing with them (discussing prices, discounts, delivery lead times, specifications; chasing late deliveries) 
  • Organize dispatch of goods in support to Program activities with proper documentation and filling ensured. 

ADMINISTRATION

  • Ensure the filling of correspondence and confidential files 
  • Write summaries of meetings, especially internal meetings, and ensure that these are circulated 
  • Ensure proper management of resources and supplies  
  • Prepare draft routine correspondence for the Program Unit 
  • Ensure proper administration of calendar appointments, meetings and visits by the Chief of Party  
  • Ensure the organization and / or classification of data files for meetings, missions and travel of the Program Unit and the presentation of reports 
  • Provide support for writing reports and other documents, drafting routine correspondence,
  • preparing presentations and briefing kits, finding reference material 
  • Ensure the flow of information and transmission of decisions and / or calls between the Chief of Party and the other members of the Program Unit, as well as between representatives of the sub-  recipients. 
  • Ensure monitoring of the various procedures related to administrative applications; 
  • Prepare requisitions and reports; 
  • Ensure supply management, manage the daily movement of vehicles; 
  • Complete other necessary tasks assigned. 

 

Accountabilities

[Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • Responsible for overseeing procurement activities required to support activity implementation and subsequent results achievement as specified in the project’s performance framework
  • Advise and coach SR partners on procurement and administrative chain facets of programme implementation
  • Establish and maintain strong working relationships with stakeholders including yet not limited to the Ministry of Health and National Aids Control Programme, in particular procurement and supply counterparts
  • Support the Deputy Chief of Party in managing procurement and supply aspects of grant implementation.
  • Establish procurement tracker for the grant and regular provide update to the project staff on the status of various procurement and admin related requests.
  • Engage the project staff to achieve procurement plans for the project.
  • Responsible to keep the audit trail of all procurement and administrative transactions of the project in a well secured space for audit readiness and responsiveness.
  • Ensure all transactions are well coordinated and documented with integrity, quality in line with Plan International policies and values.

    ESTABLISH THE FOLLOWING KEY ACHIEVABLE REPORTS:
     

  • Asset register of the TB/HIV grant with regular update
  • Procurement tracker
  • Project Supplier database
  • All Supplier/Service Contracts Tracker related to the grant are updated and filed
  • All purchase documents filed and are retrievable for audit purpose
  • Stock reports (utilization and replenishment)
  • Dispatch reports including waybills, GSRN, delivery notes, distribution reports,
  • Internal Meeting minutes’ reports
  • Any other relevant information for evidence
