Kenya RAPID (Kenya Resilient Arid Lands Partnership for Integrated Development) is development program bringing together public and private institutions to increase access to water and sanitation for people and water for livestock, and to rebuild a healthy rangeland-management ecosystem. The Kenya RAPID Program is a five year program and is currently in its fourth year of operation.

Kenya RAPID is seeking highly motivated and qualified candidates for position of Procurement and Administration Officer. The initial contract will be for one year with possibility of extension.

Summary of Duties of Procurement and Administration Officer

Reporting to Deputy Chief of Party, the Procurement and Administration Officer will be responsible for procurement of goods and services as well as logistics. The officer will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures and controls. Other roles and responsibilities of the office include the following:

  1. Preparation of periodic procurement plans;
  2. Offering advisory services to MWAK and MWA US staff for effective and efficient implementation of procurement plans;
  3. Prequalification of supplier/vendors, receiving and custody of Pre-qualifications, RFPs and Quotations, evaluation of tenders and requests for proposals, and issuing of local purchase orders and service orders;
  4. Maintaining an up-to-date database of suppliers;
  5. Implementation and enforcement of procurement policies and regulations
  6. Development of an effective stores management system;
  7. Organizing and making preparations for workshops and conferences;
  8. Perform any other related duties as assigned.
  9. Maintaining leave schedule for all staff

Qualifications and competencies

The position requires the following experiences and abilities:

  1. Bachelor’s degree in Commerce, Business, Economics, procurement or related field
  2. Minimum 1 years’ experience working in a procurement and administrative role for development partner funded programs (e.g. USAID, SDC)
  3. Ability to respond effectively to time sensitive demands and inquiries
  4. Proficiency using Microsoft office suite, and other relevant software
  5. Demonstrated strong problem solving skills as well as exceptional customer relations (both internally and externally); provides sound business judgment and contractual oversight
  6. Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process
  7. Ability to manage and prioritize multiple concurrent bids
  8. Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  9. Extremely well organized and self-directed individual with sound technical skills, and analytical ability
  10. Strong written and verbal communication skills (English and Kiswahili)

Base of operation

The position will be bases in Nairobi with occasional travel to Kenya RAPID project sites as and when needed

At the 2002 World Summit for Sustainable Development, then-Secretary of State Colin Powell announced the U.S. commitment to the Goals for Sustainable Development. One goal was to “reduce by half, the proportion of people without access to safe and affordable drinking water and sanitation” by the year 2015.

That global goal was met two years ahead of schedule, according to the Joint Monitoring Program (although progress varied from country to country). To help reach this goal, in 2003 the leading US-based non-governmental organizations working in water and sanitation formed the Millennium Water Alliance (MWA) as 501(c)(3) organization to offer sustainable solutions through advocacy, shared knowledge, and collaborative programming.

Since then, MWA has created consortium field programs in which member NGOs bring their strengths and share ideas on effective approaches, for maximum efficiency and long-term effectiveness. Our major collaborative field programs to date operate in Ethiopia, Kenya, and in five countries in Central America (see our Programs page for more information).

Until 2007, MWA was largely operated by the Board members – representatives of the member NGOs – with the help of consultants and member NGO staffs. The growth of the consortium programs and the need for collective advocacy inspired the Board to hire its first full-time executive director, Rafael de Jesus Callejas, a water and sanitation expert with decades of experience, in 2007.

In 2010, the Board hired a professional public policy advocate and nonprofit executive (John D. Sparks) to establish the first MWA office. Soon afterward, MWA added a professional program director (Susan M. Dundon) and a senior accountant (Peter N. Gichuru) to the staff. Since then, MWA has grown further, adding full-time staff and consultants  in the US and abroad. (See our Board page and Staff page for current listing.)

MWA now has 10 implementing NGOs as full members (represented on the Board of Directors), and six NGOs as affiliate members. All members have headquarters in the US, except for IRC (The Netherlands) and HELVETAS Swiss Intercooperation (Switzerland). All members must share in the mission and standards adopted by MWA, and demonstrate their commitment to water and sanitation programs that embody the values of transparency, accountability, efficiency, and cultural sensitivity in all their work.
