Project Summary:

This three-year USAID Central Africa Regional Third-Party Monitoring (CART) project will establish independent, impartial, timely, responsive, contextualized, and forward-looking third-party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring, and learning services that will increase FFP’s and its implementing partners’ (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within CAR, DRC and ROC. This project seeks to improve FFP’s capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

Position Summary:

The Procurement & Logistics Manager is responsible for the management and oversight of CART’s procurement and logistics operations in the DRC. In this capacity, the Procurement & Logistics Manager will coordinate across CART’s other project teams to ensure proper functioning of the offices and effective procurement of goods and materials while adhering to USAID rules and regulations.

Responsibilities:

  • Prepare the analysis of bids/quotations and the purchase order or contract
  • Negotiate good payment terms and ensure that payments to suppliers are made quickly and according to the terms of the contract
  • Maintain price and supplier lists
  • Assist in arranging project site visits for USAID, DFID, and/or DRC government officials
  • Coordinate all MSI field visits for both long- and short-term staff
  • Facilitate booking of venues for accommodation, meals, conference facilities, and other related services
  • Organize and coordinate the movement of vehicles
  • Ensure that drivers comply with USAID and MSI policies for the use of vehicles by regularly checking logbooks, consumption rates and other indicators
  • Track vehicle repairs, maintenance, fuel consumption, and vehicle spare parts
  • Coordinate with the Security Manager for all logistics including vehicle and staff movements
  • Ensure that the equipment inventory is up to date and correct
  • Foster close working relationship with the Admin/Finance Assistant to ensure that spending is in line with pipelines
  • Other duties as required

Qualifications:

  • Bachelor’s degree in business administration, management or related field required
  • Minimum of three years of experience working with a contractor of INGO managing an office or activity of similar scope and scale
  • Minimum of three years of experience working on donor-funded activities in a related role with demonstrated supervisory experience
  • Demonstrated ability to work in complex, politically charged, unstable environments, and work across different cultures
  • Experience supervising junior to mid-level operations staff
  • Demonstrated experience in capacity building for procurement and logistics management
  • Experience supervising administrative, and operational procedures on USAID projects required
  • Strong attention to detail and organizational skills required
  • Strong knowledge of Congolese civil society organizational administrative and management systems is an asset
  • Proficiency in Microsoft Office skills (Word, Excel, Outlook and PowerPoint)
  • Fluency in French required
  • Advanced level English preferred
