DCA is looking for an experienced Procurement and Logistics Manager who will refer to the Country Director and be responsible for procurement, asset and stock management, fleet management and security. To hold this position, it is a requirement to be fluent in French and English.

DCAs programme in CAR

DCAs programme in CAR has opened in 2015. DCA CAR seeks to contribute to the protection of life and dignity in the Central African Republic by reducing threats to communities’ safety resulting from armed violence and conflict and by improving their access to economic opportunities and psychosocial support and by advocating for equal human rights. Programme activities include vouchers (for food), seeds and tools distribution, cash for work, NFIs distribution, risk education, armed violence reduction, income generating activities, psycho social support, capacity building of national civil society organizations. A team of 6 expatriate and 45 national staff are currently in charge of DCAs intervention in CAR.

DCA has a capital office in Bangui but also has field offices in Bouar, Paoua, Markounda, Bambari and Ippy.

The role of the ProLog Manager

The Procurement and Logistics Manager will be based at the DCA main office in Bangui, CAR, with regular travel to DCA field locations. The Procurement and Logistics Manager is overall responsible for logistics/procurement, stocks& assets and fleet management in the programme and reports to the Country Director (CD).

The Procurement and Logistics Manager is responsible for the capacity building of the national staff within the Logistics unit in terms of skills, in compliance with the DCA HRMA Handbook and Procurement and Logistics manuals.

The Procurement and Logistics Manager is in charge of day-to-day supervision and management of the log staff and is responsible for the completion of annual job performance reviews and staff capacity building plans. The ProLog Manager takes the lead in the recruitment of the national log staff, and is responsible for the development/update of job descriptions for the staff.

The Procurement and Logistics Manager is the focal point for the day-to-day management of the security of the the programme and provides inputs in order to update the security documentation.

DCA has 6 offices in CAR (Bangui, Bouar, Paoua, Markounda, Bambari and Ippy) and premises for expat accommodation in Bangui.. DCA owns 3 vehicles and 10 motorbikes (and occasionally use rented cars and motorbikes), generators, solar systems, V-Sat, etc.

Main tasks and responsibilities include

Personnel

  • Recruitment of national staff
  • Organize and Supervise national Logistics staff
  • Promote team building and good working environment
  • Manage the capacity and competence building of the Logistics staff
  • Ensure all Log staff have updated job descriptions

Procurement

  • Responsible for ensuring that all procurement is carried out in accordance with the DCA procurement manual and donor requirements, that procurement files for documentation are created, updated and maintained. Support the national log staff in identification of preferred suppliers and establishment of frame agreements where possible and relevant. Provide support and ample information for the HQ Prolog unit to be able to carry out international procurement on behalf of the programmes.
  • Responsible for preparing procurement plans, preparing and launching tenders in cooperation with procurement committee and the Procurement Officer in the Procurement and Logistics Unit in HQ, Copenhagen both locally and internationally

Logistics

  • Ensure that offices and guesthouses are totally functional, with good quality of equipment and good working/living environments.
  • Ensure that equipment and vehicles used by the Operations teams are totally functional and maintained
  • Ensure that minimum logistical needs and maintenance are considered during the development of new proposals
  • Ensure that log manual is adhered to
  • Maintain systems for managing stores and ensure that equipment and supplies in the programme are accounted for at all times
  • Ensure that a proper and uniform fuel management systems are in place for all operations
  • Ensure that all equipment is correctly entered in Admind
  • Fleet management, vehicle maintenance and vehicle log book implementation into DCA systems (monitoring of fuel use, vehicle logbooks for repairs etc.) and generator and others equipment good maintenance and disposal
  • Physical check of all equipment, depose of equipment beyond repair in accordance with DCA Logistic Manual
  • Stock and assets management

Security

  • Support the Country Director in monitoring the security context and maintaining awareness of the areas of intervention
  • Ensure that Programme security rules are strictly followed
  • Assist the Country Director in developing, updating and maintaining security plans and tools, necessary security documentation for field locations and briefings
  • Ensure that security equipment is functional, ensure all security kits and security stock are in place in all offices and guest houses
  • Ensure guards and drivers (includes drivers of rented vehicles) are properly briefed, equipped and supervised, so that they can better do their job
  • Develop a network of information contacts and attend INSO meetings
  • Give inputs to updating of Programme security documentation and identify training requirements
  • Draft reports to HQ as required

Reporting

  • Send a monthly report to the Country Director covering all aspects of logistics/procurement
  • Share relevant information with other departments
  • Produce donor and internal reports on Logistics and procurement

The posting is an expatriate senior position and a non-family duty station based in Bangui.

Regular travel to other areas of CAR is to be expected.

We are looking for the following qualifications:

  • A relevant academic qualification, at Masters level or equivalent in Logistics, Business Administration and Management or other relevant topics
  • Minimum 5 years of experience at senior level, preferably in complex humanitarian environments
  • Strong and proven experience in logistics assessment and logistics budget development for donors, donor reporting on logistics
  • Experience in security management
  • Experience in working in integrated team, Support functions (Finance, Human resources and Administration, Logistics) and Program teams
  • Fluency in written and spoken French and English
  • Strong communications skills, both spoken and written
  • The ability to mentor, coach and develop staff
  • Strong analytical skills and capacity
  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests
  • Cultural sensitivity and adaptability – experience from the region is an added advantage
