A. Goal
The Procurement Manager is responsible for the full spectrum of the purchasing process including supplier selection and management, price negotiation, purchase order execution, transport logistics, timely delivery, customs management, stock management and optimization. In the specific North Kivu environment, special attention for respect of procedures, control and ensuring respect of Virunga Energies strict anti corruption standards is of the highest importance. The Procurement Manager is reporting to the Chief Finance Officer and is supported by a team of logistics experts in all the operational sites as well as the ones under construction.
B. Responsabilities
§ Procurement and delivery
- Create and implement procurement strategies and procedures that are innovative and cost-effective. If partially delegated to sites (under construction and operational), ensure oversight and tight controls are in place.
- Collaborate with the engineering office, site managers, project managers, internal control and accounting to ensure clarity of the specifications and expectations of the company and its funders
- Collaborate with project managers and site managers to plan purchases within approved budget and according to operational planning
- Build long-term relationships with vendors and critical suppliers in the industry
- Compare proposals for price and specifications
- In collaboration with project managers and engineering office, negotiate with vendors to optimize costs and delivery terms
- Review contract specifications on behalf of the company and if needed, supported by legal advice
- Finalize purchase details of orders and deliveries to the site (including shipping, insurances & customs)
- Intervene in the approval process of the ordering of necessary goods and services, with respect of budget, control and technical standards of the company
- Develop, manage and control the use of the SAGE system for all procurement processes
- Track the shipment and ensure timely supply of materials
- Lead transformational activities to build procurement organizational capabilities and improve procurement efficiency at site level
- Prepare periodic procurement reports for the management team
§ Logistics
- Further enhance the existing inventory management strategies and procedures with focus on innovation, cost-effectiveness and efficiency. Ensure oversight, correct implementation and tight controls on logistics management in all sites (construction and operations).
- Manage and control the use of the SAGE ERP system for inventory needs and fluctuations
- Ensure that physical inventory conditions and their access are strictly regulated, comply with the companies’ HSE SOP and avoid deterioration, loss or theft.
- Lead transformational activities to build logistical organizational capabilities and improve logistics efficiency in all the sites
- Prepare quarterly logistics reports for the management team
- Ensure adherence to all safety, health and environmental rules and regulations in all stages of the procurement process
C. Requirements
- At least 5 years of relevant experience within the industry or energy sector
- In-depth knowledge of contracts, invoicing, negotiation terms, logistics, international transportation, and customs
- Good communication, interpersonal and leadership skills
- Outstanding negotiation skills
- Problem solver with a strong analytical mindset
- Excellent organizational skills
- Fluent in French
D. Terms of contract

E. Context
Virunga Energies is the renewable energy company of the Virunga Foundation, a UK charity that has a 25-year contract with the Congolese Government to manage Virunga National Park in the Eastern Democratic Republic of Congo.
The Virunga Foundation, founded in 2005, is a dynamic and fast-growing environmental conservation organization. The organization employs just over 800 FTEs in the Democratic Republic of Congo and supports around 700 park rangers (and their families). The organization’s main program focuses on the protection of Mountain Gorillas and other critically endangered species in Virunga National Park, Africa’s oldest national park and a UNESCO World Heritage Site.
Virunga Energies is developing a major investment in hydro-electric power to supply electricity to a significant proportion of the park’s local community of over 4 million people. The $147 million investment being sought to fund a multi-year development program will boost agri-business, creating at least 60,000 jobs – with most proceeds re-invested into local development, including commercial development and conservation. The process will specifically address the creation of viable alternative livelihoods for ex-combatants thereby making a critical contribution to peace and stability in the Great Lakes Region of Africa.
