Context:

Under the overall supervision of the Chief of Mission, and the direct supervision of the Resources Management Officer (RMO) in IOM Burkina Faso, in coordination with Global Procurement and Supply Unit (GPSU), the successful candidate will be responsible and accountable for the set up and supervision of the procurement, logistics and warehousing functions of the mission in accordance with the Organization’s regulations and procedures.

IOM procurement and supply chain activities are guided by the general principles of:

Core Functions / Responsibilities:

  1. Monitor the implementation of procurement, logistics, facilities maintenance, asset administration, and transport support within established internal control mechanisms.
  2. Monitor and update the database of vendor/contractor accreditation and evaluation status to ensure a pool of reliable vendors and contractors to address the needs of the mission.
  3. Coordinate with relevant stakeholders to analyse procurement requests, identify service providers, and evaluate information regarding vendors’ performance in the areas of quality, prices, and delivery of goods and services in view of the Organization’s best interests.
  4. Supervise warehouse operations to ensure there is no undue overstocking or loss, control supply chain, inform on reorder levels and ensure a cost efficient and reliable system of transport and warehousing.
  5. Establish and monitor a tracking system of commodities, supplies, and equipment; ensure proper tagging of mission assets, update the assets inventory list and ensure proper records are kept on asset disposal.
  6. Assist the programme management in field operations and provide support in preparing and issuing the call for proposals and bidding documents for tenders; verify bidding process is done fairly, transparently and in accordance with the set rules and regulations under the IOM procurement manual.
  7. Follow-up on purchase orders (PO) status and keep Head(s) of Unit(s) and respective Project Managers abreast of estimated delivery times or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
  8. Liaise with Project Managers regarding developed projects and assist in developing procurement plans, and identifying risks related to procurement and supply to facilitate the successful implementation of projects.
  9. Facilitate the timely submission of procurement reports and documentation to relevant Headquarters (HQs) Departments and to Manila Administrative Centre (MAC), as appropriate and assist in producing regular progress reports, statistical information and briefing materials, as required
  10. Ensure all procurement and logistics transactions are appropriately tracked and documented through SAP and implement an offline tracking tool as needed to ensure accuracy.
  11. Organize and ensure proper procurement filing systems; assist the RMO in project-related record keeping and the Project Managers in monitoring the services provided by implementing partners and service providers.
  12. Supervise and train procurement and logistics staff in the mission, and ensure they are provided with necessary guidance and support to deliver duties in line with IOM procedures and processes.
  13. Coordinate strategic planning for procurement and logistic needs in close collaboration with the COM and the RMO.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience;

• Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience

• International field experience in procurement, logistics operations;

• Experience in large scale procurement and logistics;

• Experience in providing procurement and logistics support in an emergency setting;

• Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.

Skills

• Excellent level of computer literacy and good knowledge of SAP is an advantage;

• Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
