JOB SUMMARY      :

Under the general direction of the Supplies & Logistic Manager the procurement Officer is responsible for Collection  and maintenance of  of lists of major suppliers, current market prices for planning purpose, Follows up stoke levels of critical items, collects Performa invoices in sealed envelope and submits to his supervisor and/or procurement committee for analysis and recommendations, effects payments for approved purchases and collect purchased items after proper scrutiny as to conformity with specifications, handover purchased items to store keeper following the standard procedure.

RESPONSIBILITIES & TASKS :

  • Purchases all goods and services of the Association in accordance with the purchasing policies and procedures;
  • Collects and maintain lists of major suppliers and current market prices of frequently required commodities for planning purposes;
  • Receive Purchase requisition from the division Head for further processing , and make sure the PR authorize by the appropriate authority;
  • Collects Performa invoices in sealed envelop upon receiving purchase requisitions;
  • Prepare bids documents according to the detail specification;
  • Expedite purchase orders for timely receipt of goods and services;
  • Effects payments for purchased items after proper verification against specifications;
  • Collect purchased items and transport to store for handing over to the store keeper;
  • Hand over purchased items to store keeper following the standard procedure;
  • Ensures all goods purchased and received are of the right quality and quantity;
  • Makes clearance of purchased and donated goods form customs warehouse;
  • Hands over all purchased goods and supplies to the Supplies & Logistics Manager and ensures all are daily registered, signed and received;
  • Handles petty cash for clearance and other expenses;
  • Facilitate fixed asset repair and maintenance like office equipment, machine…..
  • Assist the Supplies & Logistics Manager in analyzing requirement of goods in the preparation of APB;
  • Prepare the quarterly and annual   report regarding goods  purchased locally, goods received from donors as well as goods on transit;
  • Performs such other duties and responsibilities as may be assigned by his immediate supervisor.

Job Requirements

Education: MBA/MA/BA  in Procurement & Supply Management or Materials Management or Supply Chain Management

Work Experience: 2 years for MA/MBA or 4 Years for BA degree after graduation, shall posses an extensive experiences in same or similar position in the NGO sector or donor funded project

Desirable: Knowledge on supply & logistics procurement and  management; usage of software relevant for value chain supply, Custom clearance experience is an advantage. Computer skill in relevant  software desired.

The Family Guidance Association of Ethiopia (FGAE), a volunteer-based Association established in 1966, has been working with solid commitment to contribute to the national effort to fulfill these entitlements. Indeed, FGAE pioneered Family Planning (FP) services and tested different innovative approaches (including youth-friendly, community and workplace-based) to meet the growing demand for modern FP and other SRH services targeting under-served and marginalized segments of the population. FGAE, now registered as an Ethiopian Residents Charity Organization (under certificate number 0475), is also an accredited member of the International Planned Parenthood Federation (IPPF). Furthermore, FGAE is locally a member of the Consortium of Christian Relief and Development Associations (CCRDA); Consortium of Reproductive Health Associations (CORHA) and the Consortium of Population, Health and Environment (COPHE).

Over the last five decades, FGAE's services have expanded from a single-room clinic run by one nurse to a network of 55 integrated SRH service delivery facilities including one GynObs Specialty Clinic, eight higher, 13 Medium and eight Confidential (Sex-workers Friendly) SRH Clinics; 25 youth centers, more than 200 outreach sites and 186 franchised clinics operating in almost all regions of the country coordinated and managed by eight Area Offices throughout the country. The Association has 648 employees and more than 8,000 program and policy volunteers. The SRH context is fast changing amidst the volatile socio-economic dynamics in the world today. Key issues include access to services, gender inequality and service quality, among others.  As the current Strategic Plan of the Association is coming to an end in December 2015, FGAE engaged a consultancy firm to facilitate the development of its seventh Strategic Plan for the period 2016-2020 through a fully participatory process.  The initiation of the new SP was informed by the findings from the mid-term review (MTR) of the 2013-2015 SP; existing and unfolding global and in-country developments in Sexual and Reproductive Health and rights.
