JOB SUMMARY:

Support activities related to the procurement of materials, services, supplies and equipment in accordance with FHI 360, USAID and other donor regulations in support of the Ghana Learning Project both domestic and international sourcing. This role reports to the Procurement Manager.

KEY RESPONSIBILITIES:

All of the following responsibilities will be conducted under the leadership of the Procurement Manager. The Procurement Officer will be assisting the Procurement Manager with the following:

  •   Support the procurement activities for the Ghana Learning project at the Country Office in accordance with the Ghana Operational Manual and USAID rules and regulations;
  •   Manage sourcing activities for a variety of commercial goods and services;
  •   Conduct market research, identify and recommend potential vendors and suppliers both domestically and internationally;
  •   Generate solicitations and agreements for commercial goods and services;
  •   Conduct competitive procurement actions including Request for Quotation (RFQ), Request for Proposal (RFP), bid evaluation process and cost/price analysis
  •   Effectively negotiate price, terms, etc.;
  •   Prepare Negotiation Memo, Selection Memo, Single source memo, sole source memo;
  •   Assure compliance with USAID and FHI 360 policies;
  •   Process purchase orders in a timely and efficient manner;
  •   Conduct Procurement Committee secretary activities, organize meetings and keep all relevant documentation in order;
  •   Ensure all required documentation is approved prior to purchase and guarantee appropriate filing;
  •   Ensure a documentation system is in place as per the GOMM for the movement (purchasing, dispatching and receipt) of goods, services etc.;
  •   Recommend appropriate purchasing approaches and strategies to reduce cost and guarantee quality;
  •   Update the suppliers and vendors list on an annual basis;
  •   Perform other related duties as assigned.

REQUIREMENTS:

  • Sound judgment; ability to extract, interpret, analyze and format data and to resolve operational problems.
  • Ability to work with minimal supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.
  • Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality
  • Initiative and good judgment.
  • Good administrative and supervisory skills; ability to plan and organize work and to train and motivate support and administrative staff in a country office.

ESSENTIAL

  • At least 3 years of relevant work experience in areas such as procurement, and logistics preferably in the development sector and with USAID funded projects.
  • Working knowledge relevant computer software (Word, Excel and other business software).
