Programme Overview
Driven by the imperative to provide equal opportunities across the entire Kenyan territory as key to achieving Kenya’s Vision 2030, and the national target of achieving universal access to electricity by 2020, the Government of Kenya (GoK) seeks to close the access gap by providing electricity services to remote, low density, and traditionally underserved areas of the country. GoK intends to use US$150 million of financing from The World Bank to deliver the Kenya Off-Grid Solar Access Project for Underserved Counties (K-OSAP) . The proposed K-OSAP promotes these objectives by supporting the use of solar technology to drive electrification of households, enterprises, community facilities, and water pumps.
SNV will be tendering for this Kenyan Ministry of Energy implemented programme with a strong consortium for the Facilities Manager role of ‘Component 2: Stand-alone Solar Systems and Clean Cooking Solutions for Households‘ (US$47 mln), which is anticipated to start in 2018. This component is split up in a Debt Facility (US$30 mln) and a Results-Based Financing (RBF) Facility for stand-alone solar systems (US$12 mln) and clean cooking solutions (US$5 mln) for households. To define all procurement processes under this programme, SNV Kenya is seeking qualified candidates for the position of Procurement Specialist .
Job Description
Overview of the position
You will design clear procurement processes/protocols/policies – in conformance with GoK and The World Bank Procurement Regulations – and ensure that high quality procurement documents are in place towards successful operationalisation, launch and administration of the Facility. In short, your role involves (1) defining processes/protocols/policies and prepare templates for procurement of service contracts with Solar/Clean Cookstove Service Providers (e.g. for sourcing, submitting, and evaluating applications), (2) prepare/organise internal/external reviews and Selection Committee meetings, (3) ensure high-quality and harmonized reporting to Ministry of Energy according to protocol, and (4) ongoing monitoring of compliance to procedures/policies/protocols during Facility operations.
Key Responsibilities
- Define processes for sourcing applications, including nature and timing of any procurement events, stakeholder consultations, marketing activities and other awareness creating initiatives;
- Define processes/procedures and prepare templates for the submission of applications in conformance with the GoK and The World Bank Procurement Regulations where applicable, including Requests for Expression of Interest (REOI), Requests for Proposals (RfP), instructions to bidders, application templates, and document submission requirements from bidders;
- Define processes/procedures and prepare templates for the evaluation of applications, including allocation of tasks and responsibilities in evaluation process, communication of results to bidders, technical/financial evaluation criteria, scoring and weighting methodology;
- Organise Selection Committee meetings for the final selection of successful applicants;
- Define processes/procedures and criteria for conducting due diligence on successful applicants, including any standard metrics to be captured and evaluated;
- Assist in drafting, signing and monitoring of contracts with awardees;
- Define processes for addressing environmental and social safeguard matters in the procurement process, as outlined in the Project Environmental and Social Management Framework (ESMF)
- Define processes for handling procurement disputes under the project (grievance redress framework), both from applicant/portfolio companies, and end customers that they serve;
- Define policies to manage delinquency, non-compliance, and non-performance (e.g. claw-back provisions);
- Define processes for managing conflicts of interest with partnering firms (if applicable) and independent verification agent;
- Assist in defining processes for disbursement of funds, including both upfront and results-based components to awardees;
- Prepare templates, define timing, and bring together all stakeholders for the annual review of the Facility Implementation Manual;
- Ensure quality of procurement documents and harmonized reporting by the two Facilities (Result-Based Financing and Debt Facility) to the Ministry of Energy;
- Define approval processes for changes to the Facility Implementation Manual, including identification of changes that require the approval of GoK and changes that can be made autonomously by Facilities Manager;
- Support the project team to handle other technical, commercial and legal aspects of procurement during the project.
Qualifications
- A Master’s degree with a major in a relevant discipline (e.g. Procurement, Finance, Law, Engineering, Business or Commerce) and relevant training in procurement work;
- A professional qualification in procurement from a recognized body (e.g. Chartered Institute of Purchasing and Supply (CIPS) U.K., the Institute of Supply Management or Procurement Training (ISM) USA, Kenya Institute of Supply Management (KISM), or any other accredited institution);
Professional Experience
- At least eight years of direct relevant work experience as Procurement Specialist or alternatively, having had responsibilities with a substantial content of his/her position in the procurement area in government/donor funded projects, preferably procurement of (results-based) service contracts;
- Knowledge and understanding of procurement policies and guidelines of the Government of Kenya, while understanding of the World Bank Procurement Regulations will be an added advantage;
- Demonstrated analytical, problem-solving, and negotiating skills with ability to balance project objectives and procurement requirements with client needs;
- Understanding of Ministry of Energy’s objectives, policies and practices related to project/sector and critical links to procurement will be an added advantage;
- Results orientated and committed to accountability;
- Excellent communication (written and oral), reporting and presentation skills; and
- Fluent in English.

Contract duration
Start date: September 2018, subject to donor time frame.
Duration of contract: One year , with possibility of contract extension subject to satisfactory performance.
