Procurement Supervisor

Job Description

  • Plans and supervises the day to day procurement activities ensuring an efficient implementation of the procurement procedures in the project or capital, ensuring compliance to MSF standards and protocols, including but not limited to the following:
  • Regularly assesses the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest time-frames. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services.
  • Submits and collects quotations and tenders following the MSF purchasing policy and providing updates on “item-supplier” data: price, availability, quality, lead time
  • Together with the Supply Manager determines the purchase plan according to incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors
  • Coordinates and supervises the purchasers’ activity, manages the purchasing budget, and settles advances with the Finance Department
  • Supervises, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Performs delegated tasks according to his her specialty and as specified in his/her job description
  • Collaborates with Supply Officer in charge of Domestic Transport to prepare orders on time ensuring good quality of packing material.
  • Organises, supervises and assists with the loading/unloading of goods from the suppliers, ensuring that they are recorded on the reception documents..
  • Gets feedback about the reception of the goods at the final destination.

Requirements
Education:

  • Essential technical diploma in Supply Chain Experience
  • 1 year in MSF Logistics Department, previous experience in supply chain activities related jobs
  • Computer literacy

Languages:

  • Mission language essential.
  • Local language desirable.

Salary
251,200 NGN (Gross Salary) monthly.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
