II. Background Information

The United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism.

Within the UN system, UNODC acts as the custodian of the international standards and norms related to the treatment of prisoners. Building on its mandate to assist Member States to apply these standards and norms in practice, UNODC has built extensive experience in providing technical guidance and implementing assistance programmes in the field of prison reform, which is coordinated by UNODC Justice Section (JS). UNODC is also mandated to provide assistance to Member States in bringing their counter-terrorism legislation in line with the universal legal instruments against terrorism and in strengthening national criminal justice capacity to prevent and counter terrorism and violent extremism in line with the UN Counter-Terrorism Strategy and relevant UN Security Council resolutions. Specialized assistance delivery is led by UNODC Terrorism Prevention Branch (TPB).

Jointly with the United Nations Counter-Terrorism Centre (UNCCT) of the Office of Counter-Terrorism and in consultation with the UN Counter-Terrorism Committee Executive Directorate (CTED) UNODC endeavors to deliver technical assistance to the Government of Tunis aimed at increasing country’s capacity to effectively manage violent extremist prisoners and to prevent radicalization to violence in the prison system.

The incumbent of this position will assist in the implementation of activities related to prison reform, namely the joint UN programme on Supporting the management of violent extremist prisoners and the prevention of radicalization to violence in prisons. This technical assistance will be delivered within the framework of UNODC Global Programme on Addressing Global Prison Challenges (GLOZ85).

The incumbent will report to the Crime Prevention and Criminal Justice Officer (P3) in the UNODC Programme Office in Tunis, Tunisia.

III. Functions / Key Outputs Expected

Under direct supervision of the Crime Prevention and Criminal Justice Officer, and overall supervision of the Head of UNODC Programme Office in Tunis, the incumbent will:

§ Collect, register and maintain all relevant information on programme activities, draft correspondence and ensure follow-up.

§ Assist in all activities related to implementation of the UNODC portfolio including organizing meetings, training courses, workshops, conferences, study tours, as well as missions of the programme /project staff or official UNODC travelers.

§ Assist in monitoring programme outputs and measuring performance against objective indicators and timeline.

§ Perform the following duties related to finance:

  • Process Invoices in the SAP Enterprise Resource Planning System (ERP);
  • Proper maintenance of the Accounts Receivables and Payables and follow-up with relevant parties on timely clearance of those accounts. Ensure proper establishment of accruals;
  • Investigate erroneous/invalid entries and communicate with the Regional Office Finance Unit in order to take appropriate corrective accounting actions;
  • Ensure timely VAT reimbursements to UNODC;
  • Assist the Regional Office Finance Unit in implementation of the financial management strategies, as well as knowledge/practice sharing as and when required;
  • Maintaining internal expenditures control system by ensuring that payments processed are matched and completed, transactions are correctly recorded and posted in the system.

§ Perform the following duties related to procurement:

  • Collection and systematization of information on potential suppliers of services/goods;
  • Ensuring tender selection, canvassing of the supplier of services/goods in accordance with UNODC and UNDP requirements and procedures;
  • Support in preparation of short-term contracts in accordance with UNDP requirements and procedures, exercising control over observation of contract terms and periods;
  • Process Shopping Carts through solicitations;
  • Coordinate vendor status with Master Data Management (MDM) team;
  • Submit requests for posting Goods receipt on a timely basis and conduct Service Entry Sheet;
  • Act as a Low Value Acquisitioner;
  • Process other procurement related requests.

§ Perform the following duties related to travel/administrative/logistic support:

  • Creation of travel requests in Umoja;
  • Securing visa support, arrangement of transport and accommodation, etc. during workshops, meetings, conferences, visits of foreign experts, etc;
  • Coordinates effectively with Ministry of Foreign Affairs and other stakeholders regarding programme implementation;
  • Assistance to POs in keeping close contacts with the national partners, UNDP, progrmamme’s partners and other organizations by means of direct contacts, collection of information, registration of incoming and outgoing correspondence, preparation of draft letters and organization of meetings;
  • Receive, screen, log and route incoming and outgoing correspondence and documents for the coming to the programme, attach necessary background information and maintain a follow-up system;
  • Preparation of unofficial translations and, as required, acting as an interpreter;
  • Perform other functions for the successful implementation of the programme as might be required in the scope of current position.

§ Carry out other assignments as required.

V. Qualifications Requirements

Education:

Experience:

3 years of relevant work experience at the national or international levels is required in the field of administration, Project Coordination, procurement, finance and any similar fields. .

Language Requirements:

Fluency in Arabic, French and English with excellent drafting skills are required.

Excellent reporting and drafting skills for routine correspondence and proficiency in related computer Excel, Word, PowerPoint.

Others:

Experience in United Nations as technical assistance is desirable.
