The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. We save lives by getting food to the hungry fast. But WFP also works to help prevent hunger in the future. We do this through programmes that use food as a means to build assets, spread knowledge and nurture stronger, more dynamic communities. This helps com- munities become more food secure. On average, WFP aims to bring food assistance to more than 80 million people in 80 countries.
WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
ORGANIZATIONAL CONTEXT
These 10 Fixed-Term Programme Assistant positions are based in the WFP Ethiopia Sub-Offices. They report to the Programme Associate or Officer in the Duty Station. These Programme Assistant positions are primarily responsible for implementation, monitoring and evaluation of the programmes and activities in the concerned Sub-Office.

JOB PURPOSE
To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES
- Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
- Provide project management and/or general office support following established targets and WFP’s policies and procedures.
- Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
- Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
- Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Support communication and activities with local partners, agencies, NGOs and government institutions.
- Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respondand deploy needed resources to affected areas at the onset of the crisis.
- Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
- Prepare reports of monitoring coverage and findings by organization /programme /activity /modality/monitoring tool.
- Follow-up on actions and agreements to address the process monitoring findings.
- Follow-up on compliance of agreements in line with M&E SOP, for implementing partners/third party monitoring (when applicable), and report any issues.
- Verify, and prepare reports based on, the planned movements vs distributions status, process monitoring findings (medium/high risks/monitoring tool) and complaint and feedback mechanisms and any other programme implementation report.
- Resolve routine issues and escalate where appropriate, to ensure that the quality of the operation is in line with WFP standards.
- Prepare reconciliation, comparison reports (food-cash based transfers) and COMET compliance on quarterly basis, identify and raise any discrepancy to the supervisor.
- Prepare monthly reports with status and responsible of risk/complaint/feedback resolutions.
- Participating in monitoring missions.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
- Has had experience in the implementation of activities related to Nutrition/TSF/School Feeding.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area and/or a diploma or a university degree in economics, international affairs, business administration, social sciences, development is desirable.
Experience: At least five years of progressive experience in programme and project implementation, including at least two years in monitoring. Experience in evaluation/nutrition would be an added value.
Desirables: Exposure to project management and risk assessment.
LANGUAGE
Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
