Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is implementing its Strategic Note 2017 – 2021 to support the national development priorities on GEWE in Tanzania. The priorities are aligned with the UNDAP 2015 -2021 where UN Women Tanzania, as part of the United Nations development Assistance Plan (UNDAP), focuses on women’s leadership and participation in decision making at all levels; elimination of violence against women and girls; ensuring gender equality and accountability in governance and national planning; and women’s economic empowerment.

UN Women’s programmatic framework supports a comprehensive approach to prevention and response to End Violence Against Women and Girls (EVAWG) through the development, implementation and monitoring of the National Action Plans to End Violence Against Women and Children working in collaboration with UNICEF and UNFPA in Mainland and Zanzibar. The comprehensive National Action Plan to end Violence against Women and Children (NAP) spearheaded by the Ministry of Health, Community Development, Gender, Children and the Elderly (MHCDGEE) is a substantive policy framework that guide UN Women’s work. Furthermore, UN Women support capacity development of key government institutions to review discriminatory laws and implement laws and policies on EVAWG in line with international standards and the recent CEDAW recommendations. Selected CSOs are being strengthened to enhance national level advocacy for the reform and implementation of laws and policies to end violence against women and girls with particular focus on the engagement of men and boys, including in the context of the HeForShe campaign. UN Women critical attention to promote the availability and accessibility of quality services for women and girls who are subject to violence; and will support the establishment of effective services and coordination mechanisms for the protection of women and girls in public spaces. UN Women contribute to the following Outcome: 3.1 Enabling legislative and policy environment in line with international standards on EVAWG and other forms of discrimination is in place and translated into action. Achievements in prevention and response to EVAWG intends to be documented progressively while also building a knowledge base for future acceleration of programme implementation.

Duties and Responsibilities

  1. Provide administrative and logistical support to the formulation and management of VAW and HIV/AIDS programmes
  • Provide administrative support in the preparation of VAW and HIV/AIDS programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the UN Women Tanzania Country Office and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Review VAW and HIV/AIDS programme data from programmes/ projects for the UN Women Tanzania Country Office website;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.
  1. Provide administrative support to the financial management of the VAW and HIV/AIDS Programme Unit
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.
  1. Provide administrative support to the VAW and HIV/AIDS Programme Unit
  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to Programme Assistants as needed.
  1. Provide administrative support to Resource Mobilization
  • Prepare cost-sharing and other agreements; follow up on contributions within the Country Office VAW and HIV/AIDS resource mobilization efforts;
  • Organize, compile and process VAW and HIV/AIDS information from donors, Regional Office and programme team, as inputs to various databases and documents.
  1. Facilitate knowledge building and knowledge sharing
  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The RCS is managed by UNDP on behalf of the entire system. The Resident Coordinator function is carried by the UNDP Resident Representative. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.

UNDP also administers the UN Capital Development Fund, which helps developing countries grow their economies by supplementing existing sources of capital assistance by means of grants and loans; and UN Volunteers, which fields over 6,000 volunteers from 160 countries in support of peace and development through volunteerism worldwide.
