Under the responsibility of the Head of Divion in Education, Vocational Training and Employment, based in Paris, the Coordinator is in charge of the general coordination of the UNI.AO program in Angola financed by the European Union and implemented by Expertise France. He/she is responsible for the planning, management and monitoring of the programme activities in close collaboration with the local team and the experts contractualized for the programme.
In addition, he/she controls the administrative and financial management of the programme and ensures compliance with procurement and grant procedures. In addition, he/she is responsible for the technical, administrative and financial reporting of the programme.
He/she is the representative of the programme and Expertise France in Angola, he/she works in collaboration with the partners and beneficiaries and will be the privileged interlocutor of the focal points to be designated by the national authorities on the one hand, and by the European Union on the other hand. In synergy with the stakeholders of the project, he/she will organize the meetings and technical committees of the programme and ensures the visibility of the programme.
He/she is supported by a team of international and national experts, both long-term and short-term, and supervises the work:
-Key experts responsible, at the technical level, for activities related to Governance and specialization of Higher Education, in collaboration with a technical team leader ;
The administrative and financial manager and accountants responsible for all administrative and financial tasks of the project and for monitoring the delivery of contracts and grants;
Short-term experts working on the project who are supervised at the technical level by the technical team leader.
Within the framework of the project as a whole, the main tasks of the coordinator will be to:
- Ensure the proper implementation of the activities, in accordance with the established timetable and financial framework, including communication and monitoring-evaluation actions;
-Prepare and update strategic documents of the project and to supervise the quality of the products established in the project (reference documents, minutes, evaluations);
-Work in coordination with the local team in the preparation of annual technical and financial plans and reports, grant contracts, etc.; - Work in coordination with the local team in the preparation of annual technical and financial plans and reports, grant contracts, etc.
-Update indicators of the logical framework, in close collaboration with the monitoring-evaluation specialist;
-Co-organize and implement meetings for monitoring and evaluation and project communication, and participate in Steering and Technical Committees and other project representation meetings; - Ensure the proper execution of the project, as regards general aspects (logistics, human and material resources) at the local level, in accordance with the procedures defined in the project’s operational manual;
-Ensure that all tendering procedures are launched in accordance with the procedures in force and the timetable, in coordination with the Administrative and Financial Manager and the Technical Team Leader;
-Ensure the execution and compliance of all administrative and financial tasks of the project according to the project procedures and those of Expertise France.
In addition, within the framework of the specific actions of the programme, the coordinator’s main tasks will be to:
-Ensure the mobilisation and coordination of the project’s technical experts (identification of expert profiles, preparation of terms of reference for missions, etc.) ;
-Carry out and/or accompany technical missions if necessary (identification mission, etc.) ;
-Supervise the recruitment, procurement and missions of the consultants with the administrative and financial manager and mobilize key experts when necessary ;
-Guarantee, with the project assistant based at Expertise France’s head office, the logistics of activities (organization of missions, events, meetings, etc.) and the proper management of the project office (acquisition of equipment and supplies, rules of the project offices, etc.) ;
-Verify the quality of the deliverables and all reports produced as part of the project activities.
-Ensure the good visibility of the project and Expertise France and participate in the valorisation of feedback and the dissemination of good practices through :
-Regular contacts with Expertise France, the European Union and the French Embassy in Luanda on the progress of the project implementation;
Participating in seminars, meetings and workshops in Luanda and within the institutions.
Qualifications and skills required:
Master 2 in a discipline related to the position (Public Policy, Administration, Programme Management, International Relations etc.) ;
Very good command of project management (technical, administrative and financial monitoring);;
Ability to coordinate and/or manage teams;
Strong capacity for work and autonomy, flexibility and organization, reactivity;
Skills in negotiation and institutional dialogue;
Perfect mastery of office tools;
Excellent command of French and good command of written and oral Portuguese.
General and specific professional experience :
7 years minimum experience in international project management, including 4 years in international cooperation;
2 years minimum experience in the field of educational cooperation for universities will be highly appreciated;
Similar experience in the coordination of field teams is desirable;
Knowledge of grant and procurement procedures is required, in particular European procedures (PRAG);
Knowledge of the regional context (Southern Africa) and Angola is an asset;
