International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Background
International Medical Corps is responding to the crisis in Northern Mali since 2013.While the security situation remains volatile in the whole country, International Medical Corps is supporting the Malian government in improving and strengthening the health systems through capacity building, infrastructure and workforce development, and technical assistance. Since 2015, International Medical Corps is seeking to transition from emergency to sustainable longer term development programming in Mali.
Job Purpose
The primary function of the Program Coordinator includes supporting the Field Teams and the Medical Director in the implementation of program activities, ensuring high quality standards, contributing in proposal development and reporting. S/he works closely with the team to build effective monitoring systems to collect basic information about activities and ensure project quality assurance and consistency of all current and future projects across the Mission.
The Program Coordinator reports to the Country Director and works closely with the Medical Director and other Sector Leads/Field Coordinators.
Main Responsibilities

- Program Quality Assurance
- This role will encompass general Program Coordinator deliverables on planning and scheduling for various integrated project work plans and processes in close coordination with the sector leads.
- Assist and participate in gathering and analyzing status, issues, risks, decision tracking, as well as ensure program protocols are applied and followed in close collaboration with sector leads.
- Independently develop new processes and manage projects as budget holder if needed to facilitate delivery of the program (e.g. resource management processes).
- Assist with quality activities, including gathering data for reports or performance indicators.
- Maintain status updates for quality and accountability work plan.
- Maintain quality and accountability tracking tools for all active projects
- Program Support
- Ensure that programs are in compliance with laws; local, state, and external rules and regulation;
- Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
- Provide guidance to national program staff to ensure successful implementation and reporting of all current and future programs, grants and contracts when appropriate
- Monitor the progress of each project and assist with the identification of issues and prepare succinct presentation of this information for the weekly Senior Management team (SMT).
- Coordinate the production of various informational grant program-related documents upon request by senior management
- Assist in the recruitment, selection and training of qualified program staff including onboarding and designing performance objectives.
- Program development
- Actively contribute in writing new project proposals for institutional and private donors;
- Contribute in identifying program funding opportunities
- Maintain flexibility to take on added responsibility as and when needed.
- Grant management
- Assist in the coordination of detailed plans at the start of funded projects, which is consistent with program documentation (grant document and proposal)
- Ensure and disseminate information on International Medical Corps small grant procedures, contracts, review protocols and country specific strategy.
- Ensure the compilation, review and submission of timely, compliant and consistent reporting to International Medical Corps’ requirements
- Assist the budgets’ holders in flagging significant deviation from the program implementation plan and estimated expenditures; alert relevant staff
- Representation
- Attend, upon delegation, coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts within the donor community, government and other NGOs as appropriate
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
- Working Relationships
- Maintain frequent communication with Sector Leads/Coordinators and Field Coordinators to ensure program activities and objectives are communicated; ? Work with all relevant staff to ensure the coordination of programs supplies are within budgeted targets; ? Attend coordination meetings which are relevant to country activities
- Interface with national government and relevant agencies as necessary
- Maintain regular communications with Desk/HQ for all programmatic aspects and operational matters related to the implementation of all grants.
- Security
- Ensure application and compliance of security protocols and policies
- Prevention of Sexual Exploitation and Abuse
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
- Other duties as assigned

Qualifications:
- Diploma in Business administration or Project Management, International Development and/or in a relevant field of study
Experience
- Three to five years’ experience in program design and evaluation, of which at least 2 years in developing countries or resource deprived environment or equivalent combination of education and experience
- Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
- Emergency response experience
- Experience in developing strategies to transform emergency programs into long term programming
- Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
