The Program Coordinator (PC) is responsible for all aspects related to the operational management of Oikos program in São Tomé and Príncipe (STP). He/she is also responsible for the management of the project(s) team and is responsible for the financial management.

OBJECTIVES

Objective 1: Define and guarantee the implementation of the representation’s strategy.

  • Support the definition, together with the coordination team and Headquarters, of Oikos’ STP strategy for the next 5 years.
  • Adapt / evolve the representation’s strategy, according to possible developments in the context of the country.
  • Help to define objectives and priorities for the country’s representation.

Objective 2: Coordinate and ensure financial and operational monitoring of the program’s activities

  • Coordinate the implementation of Oikos project(s), according to approved documents and signed contracts
  • Monitor the technical and financial implementation of the project(s) by the Oikos team and partners
  • Monitor the development of the Oikos program, with the support of the team
  • Ensure sound financial and operational management of the representation and project(s), in direct collaboration with the administrator, team and partners, and in accordance with the Oikos procedures manual
  • Preparation of technical reports and ensure timely and quality reporting in accordance with the requirements of headquarters and donors

Objective 3: Support the identification and development of new projects

  • Assess the needs of the context and the opportunities for developing new proposals, in collaboration with teams on the ground and partners (current and potential)
  • Define and negotiate the terms of interventions and proposals with donors and partners in the country, according to the organization’s strategic and operational interests
  • Support the definition of intervention priorities and means to be used
  • Prepare and/or review proposals before sending them to Headquarters (drafts and final versions), according to internal and financial guidelines

Objective 4: Ensure good coordination of the representation’s operation

  • Manage Oikos human resources, being the direct responsible for the team
  • Ensure good management of Oikos assets on the island of São Tomé e Príncipe
  • Define and adapt, whenever necessary, the representation’s organizational chart and the team’s job descriptions
  • Respond to potential internal conflicts of the team, with the support of the officer in charge and Headquarters, whenever necessary
  • Ensure good communication between Headquarters and field level

Objective 5: Represent the organization before stakeholders, local authorities and partners

  • Represent, in a dignified and appropriate manner, the organization before national and international institutions and actors, in accordance with the organization’s mandate and principles and in strict respect for the internal code of conduct
  • Ensure the operational and financial stability of the representation, including identification and coordination with international donors
  • Diversify the current range of partners and donors, giving priority to the development of intervention consortia, including with the private sector
  • Ensure a regular and fluent dialogue with partners and potential donors, with frequent reporting on Oikos activities/perspectives in the Country

Objective 6: Managing the representation’s security

  • Follow the evolution of security in the country and the political/social context
  • Analyse potential security risks and take appropriate measures, whenever necessary

The PC is primarily responsible for the security of the program, people and property of Oikos in the country
