Job Title: Program Development and Quality Assurance Manager for ADRA Mali / ADRA Burkina Faso / ADRA Niger

BACKGROUND:

The Sahel region faces an exceptional crisis with the worst humanitarian needs in years requiring an urgent scale-up of emergency response. In 2020, a new record high of 24 million Sahelians will need life-saving assistance and protection. Coordinated action, sufficient resources and a principled response are urgently required to bring aid operations to scale and turn the crisis around.

The project focuses on the resilience capacity of local offices in Sahel region and will ensure that local partner in Sahel region have increased localized capacity in their organization, programs and are enabled to respond to the current migration flow and the humanitarian disaster and are better prepared for current shocks (Covid-19, drought, conflict and displacement) future shocks.

SCOPE OF WORK:

As part of ADRA Regional Team, the Program Development & Quality Assurance (PDQA) Manager consults the Programs Department, consisting of the Monitoring, Evaluation, Accountability and Learning (MEAL) and the Grant Acquisition and Management Unit. The purpose of the position is to lead the MEAL unit to ensure that systems are in place to measure the quality of the programs implemented by the operations unit, ensure high quality data is available to demonstrate impact and identify areas for improvements in the implementation. Further, the purpose is to lead the proposal development to identify funding opportunities that will help ADRA to establish a long-term presence to the challenges in Sahel.

MAJOR RESPONSIBILITIES

Strategic Leadership (10%)

  • Lead in the development of longer-term programming through the use of designs and evidence-based practices that address root causes, increase resilience, transform systems and relationships, increase social cohesion and respond to all situations of fragility
  • Lead the development of a mid-term strategy for ADRA Mali and ADRA Burkina Faso in line with ADRA Africa Regional Office and ADRA International / Germany
  • Actively engage in the Core Team and the Senior Management Team (ADCOM)

Programme Quality (40%)

  • Provide key oversight, technical guidance and management support to the MEAL Coordinators in the current projects.
  • Ensure MEAL systems are of the highest quality and reports for donors and Support Offices meet high level standards
  • Ensure a high functioning and active accountability system is in place for all ADRA projects
  • Ensure an active learning component to project and programming.
  • Identify specific needs for capacity building among MEAL team members and ensure plans are out in place accordingly

Resource Acquisition & Donor Relationship (40%):

  • Provide key oversight, technical guidance and management for the proposal development.
  • Ensure funds are raised through establishing adequate fundraising strategies based on diversified sources of funds to achieve a long-term presence in Sahel region.
  • Provide portfolio and projection analysis to inform the Core Team and the Response Manager of trends and options. ·
  • Ensure ADRA Sahel’s capacity is expressed through technical briefs and capacity statements for use with external engagement and donor positioning

Other Tasks, including Safety & Security (10%)

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
  • Actively contribute to a positive security culture.
  • Assist with administrative tasks including financial reports, purchasing and organizing events/trainings as necessary
  • Undertake duty travels and participate in meetings as required
  • Attend and participate in capacity building events locally and internationally

Qualification

  • Master’s degree and minimum of 5 years’ experience with proposal development (e.g. USAID/OFDA, ECHO, GFFO, BMZ) required.
  • Living and working experience in at least one of the both countries (Mali and Burkina Faso) is a must!
  • Significant experience with a wide range of institutional donors and funding agencies, such as the European Union (including ECHO), UNHCR, WFP, Unicef, Global Affairs Canada, US government branches, branches of EU member state’s governments, especially of the Government of the Federal Republic of Germany
  • Understanding of both humanitarian assistance/emergency relief and development work
  • Good knowledge and understanding of key aspect of humanitarian aid/emergency relief and development work including education, child protection, livelihood, food security and WASH
  • Demonstrated experience successfully developing winning concepts and proposals for emergency response.
  • Excellent writing skills in French and English are a must for this role.

ADRA GERMANY OFFERS:

  • Contract length: 12 months
  • Start date: 1. April 2020 or as soon as possible
  • 25 days of paid leave annually
