- As part of the national management team, PDQ Director gives strategic advice to the National Director relating to the development of SOS programmes in the country.
· Leads the planning of programme interventions, including the development of good quality proposal, concepts and program innovations in line with the organization’s mission policies, strategies and available resources.
· Ensures full implementation of defined programming policies, standards and good practices, including CV Manual, FSP Manual, Child Protection Policy etc.
· Builds positive relationships with all relevant stakeholders, including the community and local authorities.
· Ensures necessary linkages with other functions and networks within the country, and participates in national / regional forums, ensuring that the programming function is appropriately represented.
· Contributes to the development of working tools and support systems, and monitors and supports their implementation.
· Ensures the aligned growth and development of SOS Children’s programmes in the country, and ensure that the organization’s efforts and resources are targeted at the most vulnerable children, families and communities.
· Leads and support implementation of international child care, FSP, advocacy and education strategies, policies, and best practices across the region.
· Builds the capacity of programme development staff through knowledge sharing activities, on-going coaching & support, training & development etc.
Lead the planning of the Children’s Village programme in Mogadishu
· Lead the development of the initial programme design (if in place at the beginning of the programme development), followed by the annual plans, with budgets;
o in line with the organization’s mission, policies and strategic priorities, as well as available resources.
o with concrete programme interventions based on an analysis of the situation of the target group (and/or evaluation of the programme?)
o with the participation of relevant stakeholders, including the target group (or children participating in existing programme), their caregivers, partner organizations and community leadership
· Support in the identification of local funding sources and apply for grants and other forms of local income, such as donations-in-kind and government subsidies.
Build and manage positive relations with the community and/or local authorities
· Build strong relationships with local government authorities, recognized community leadership, like-minded groups. Organizations and/or institutions operating with the local community, who share the organization’s vision, as well as those who provide complimentary services.
· Participate in governmental and/or community forums dealing with issues affecting children of our target group.
· Build good relations with the local media (e.g. community radio), so child rights issues in general as well as the organization’s mission and objectives can be promoted on a regular basis.
Build a strong Program Development team
· Coordinate a professional recruitment process for new staff (draw-up advert, screening of applications, interviews, and reference checks) in consultation with direct superior and HR
· Ensure that orientation programmes are carried out for new staff to ensure they have a good understanding of the organization and their role within it.
· Ensure effective performance management systems are implemented for all programme staff, including job descriptions, regular review sessions, annual performance appraisal, in line with the required practices of the National Association.
· Ensure that individual staff/volunteer training and development needs are identified and that these are addressed through staff development measures, according to priorities and available resources.
· Be a supportive and understanding superior, on whom co-workers build a culture of learning and openness amongst staff and volunteers.
Financial management and administration
· Liaise and Work closely with the Finance & Controlling Department to ensure cost-efficiency of programme development.
· Coordinate the appropriate allocation of programme resources, in line with the annual plan and budget.
· Ensure that the organization’s financial resources are used modestly and efficiently.
· Implement financial and administrative procedures, in line with policies/guidelines of the national association and in consultation with financial support staff.
Establish mechanisms of ongoing monitoring and evaluation of the programme
· Provide direct supervision with regular up-dates on programme activities and results, including regular written reports on a monthly/quarterly basis as required.
· Ensure the implementation of Result-Based-Monitoring on all programmes in Somalia.
· Put in place effective monitoring and evaluation plans and systems on the basis of the international systems requirements, as a basis for ongoing monitoring, self-evaluation and external impact evaluation.
Contribute to the work of the broader organization
· Represent SOS Children’s Villages in local, national, regional or International conferences, meetings and structures within the organization when needed.
· Document and share good practices and lessons learned with colleagues to support organizational learning.
· Prepare programme information as required for public relations and fund development purposes.
· Keep track of child rights issues in general as well as current social development issues and trends relevant to the organization’s mission.
- Position SOS in Somalia as a key advocate of the rights and needs of children and youth without adequate parental care.
