CARE seeks a highly skilled and strategic Program Director to provide leadership and direction for the GPE funded –ESPIG under CARE Somalia’s Urban Youth Program. The Program Director will be embedded in the Federal Government of Somalia Ministry of Education, Culture & Higher Education(MoECHE) office in Mogadishu from where he/she will support the Ministry, federal member states, CARE program team and Concern Worldwide to deliver results. He/she will head a Program Management Unit comprising a team of six senior staff responsible for the delivery of the grant. In collaboration with the PMU team, the Director will be required to ensure the development and operationalization of a robust M&E system for the program, ensuring high quality measurement of outputs, intermediate outcomes and outcomes.

Reporting to the Program Coordinator-Urban Youth Program, the Program Director will oversee timely delivery of all program deliverables among CARE and sub-contractors(MoECHE and Concern Worldwide); in line with the recommendations provided by the TA- M&E and in close coordination with CARE USA’s Education Advisor, operationalise adaptive management processes to ensure refinement of delivery approaches and maximise impact; ensure high quality training and facilitation activities throughout the programme; direct all procurement activities in the program in coordination with area managers and the procurement and engineering staff; represent the program in all meetings related to the delivery of education services in Banadir/Mogadishu, Jubaland, Galmudug, Hirshabelle and South west state and other local authorities; engage in coordination processes amongst education partners and other key stakeholders for greater impact within the programmes; ensure adequate coordination with other CARE education programs and other education sector programming through the ESC.

S/he will ensure a sustained focus on child protection and child safeguarding in this program in line with CARE Somalia’s Child Protection and Child Safeguarding Policies by establishing a set of procedures relating to child protection and safeguarding tailored to the program and mechanisms to monitor its adherence; the Program Director will work in collaboration with the Urban Youth Program Coordinator and the Finance department to facilitate timely audits and evaluations as required; coordinate grant management with FGS MoECHE, Concern Worldwide program manager, and in collaboration with the CARE Somalia partnership team; ensure all procurement and program implementation is conducted in line with GPE’s contractual requirements; maintain an updated Risk Register of the program; collaborate with CARE Somalia Urban Youth Program Coordinator for staff and partners training/capacity building on areas of key focus (gender, child safeguarding, M&E, advocacy, DNH); Organize joint quarterly monitoring visits to program sites together with the MOEs and relevant partner staff at all levels to monitor progress and offer guidance/support as required; receive and review monthly activity progress reports and present summarized briefs to the management committee; oversee the preparation of sub-contracts in collaboration with the CARE Somalia partnership team and ensure partners implement the activities in line with best practice, the ESPIG Program proposal, the agreed and the work plan as well as guidelines provided in the program manual.

Responsibilities:

• Ensure strong work planning of the program with area teams, and partners, including budget management, planning of field activities and training plans
• Ensure all activities progress as per plan and that all stakeholders and communities are fully involved in the implementation of the program
• Develop working arrangements of the sub-contractors (Federal Government of Somalia –MoECHE and regional states MOEs and Concern Worldwide
• Take an active role and provide strategic guidance to Program Management Committee and Program Steering Committee
• Manage grants and ensure compliance with CARE & donor regulations
• Ensure quality and timely submission of reports in line with donor requirements
• Ensure adequate financial management in liaison with the CARE Somalia finance requirements
• Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff for quality implementation in line with CI principles and CARE policies
• Implement and regularly review the monitoring and evaluation plan of the partners
• Ensure high quality monitoring and data collection is in place for the program, taking into consideration the proposal and the prescribed donor contract
• Coordinate a robust research based M&E for the program, Advocacy, Communication and learning sharing in collaboration with CARE USA education team

Required:
• Masters’ degree in social science (education, adolescent programming, gender or development studies).
• At least (10) years managerial experience, including demonstrated experience in leading large scale programs with complex designs in consortium coordination and day to day management in conflict or post conflict settings.
• Experience in coordinating with Ministries of Education and local governance levels
• Experience working in Somalia or in the horn of Africa
• Demonstrated experience in bringing out social change by addressing social cultural barriers affecting girls’ education in challenging contexts
• Sound understanding of gender dynamics and social norms in religious and patriarchal dominated settings
• Ability to work under pressure to respond to tight deadlines
• Decision-making skills
• Result-oriented
• Excellent English communication skills (both oral and written)
