The PIIA Manager oversees leadership in the development and strategic oversight of Plan International Guinea’s programme Impact and influencing work. S/he oversees the operations of the REACH, SHOW as well as Green Skills for Guinea Projects.
The position holder ensures Plan International’s programme and influencing initiatives meet highest levels of technical outcomes, produce results for children, and particularly girls, and contribute to the achievement of Plan’s local and global strategic plans. S/he oversees the annual program & influencing process, monitors progress towards the achievements of CS goals as well as global strategic goals, and defines measures to ensure Plan International’s programme & influencing work is effective within the area of jurisdiction, and puts the organization’s global programme & influencing approach into practice, whether in humanitarian or emergency circumstances. S/he works proactively to engage all important stakeholders around one integrated vision for the realization of children’s rights in Guinea-Bissau and the equality of Guinea girls.

Purpose:

Responsibilities:
- Oversees the development of an influencing plan and ensures that Plan International projects include effective and measurable influencing activities that result in outcomes for girls and wherever possible contribute to Plan’s global influencing agenda and a global movement for girls and gender equality
- Ensures that Plan International programme & influencing risk management plan/dashboard is in place and monitored regularly
- Puts in place planning and implementing measures to ensure that strategy and programme & influence initiatives are gender transformative and inclusive, and that they build resilience and strong partnerships and contribute to a global movement for girls and gender equality
- Assesses technical needs to implement Country Strategy and projects and works together with other members of the CMT such as Country HR Manager to ensure Plan International has the technical capacity needed to deliver on strategy and programme & influencing plans
- Puts measures in place to ensure that all programme & Influence initiatives – whether development or humanitarian – implemented follow to nationally and globally recognized technical standards as well as to Plan’s own.
- Professional development needs of his/her team are identified and addressed in collaboration with HR, and ensures solid coaching & management of the team work is adequately done as per corporate standards.
- Ensures that every project has a results framework/Theory of Change and a sound monitoring & evaluation plan in place, and that this adequately costed and implemented in accordance with global standards and guidance using corporate systems.
- Ensures that plan programme and influence initiatives are reported adequately as per global standards and guidance
- Ensures that lessons learnt from projects are documented and discussed within the team and the wider organization, and that they inform the continuous improvement of Plan International’s work
- Ensures grants acquisition through the development of high Concept Note and proposals with full participation of the Programmes, Influencing Strategic team and partner organizations.
- Acts as spokesperson on behalf of the organization on Plan Internationals’ programme work in the area of operation.

Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives:
Knowledge:
- Master’s Degree in International Development, Integrated Development Studies, Social Work, Research and Public Policy, Development Planning, or equivalent, with a minimum of five years progressive experience in a related field;
- At least 5 years practical experience in Advocacy, Policy and campaigns with special focus on Girls’ Rights;
- Committed to Plan International’s Purpose
- Expertise and substantial experience in international development programming relevant for Plan International’s Areas of global distinctiveness
- Knowledge and experience in rights based programming
- Knowledge of human rights, child rights, girls’ rights, inclusion and gender equality
