Primary Purpose: This position is responsible for oversight of the Program Integrity Unit and ensuring all United States Refugee Admissions Program (USRAP) processing is free from fraud and malfeasance. The position oversees the Program Integrity Unit in Nairobi, Kenya and provides indirect support to the Country Office Program Integrity staff members. The position is responsible for overseeing fraud investigations and ensures a culture of compliance through messaging and trainings of staff and contractors on the USRAP Integrity and Compliance Guide, ethics, and fraud prevention. The Program Integrity Coordinator works with various departments throughout the organization and provides support for Program Integrity at the RSC Africa Country Offices.

Essential Duties:

Compliance

  1. Works closely with the Senior Compliance Coordinator and Program Integrity Unit to ensure that the United States Refugee Admissions Program (USRAP) Integrity and Compliance Guide is implemented, adhered to, and reported on appropriately.
  2. Ensures mandatory staff trainings on fraud, ethics, and confidentiality are carried out each year, oversees development of training materials, and ensures appropriate training follow up is conducted.
  3. Responsible for fraud and malfeasance investigations being conducted by the Program Integrity Unit and works closely with the RSC Director, Senior Compliance Coordinator, and program integrity staff to ensure investigations are conducted thoroughly.
  4. Develops, in coordination with senior and country office management, the Program Integrity approach in the Country Offices.
  5. Oversees fraud and malfeasance investigation and closure reports, ensuring that both CWS and donor reporting requirements are met.
  6. Provides oversight on monitoring of the fraud reporting mechanisms at RSC Africa.
  7. Supervises the Program Integrity SOP revisions and ensures that Country Office context is added, as necessary.
  8. Plans the monitoring and observation of Circuit Rides for the Program Integrity Unit
  9. Coordinates with Senior Management and the Leadership Team in development of new and innovative ways for fraud and malfeasance mitigation.
  10. Conducts regular, independent review and analysis of local, national, and international program integrity related matters to inform the future program integrity strategy and operations.
  11. Oversees the preparation of quarterly and annual reports for the funder on matters of program integrity.
  12. Maintains a current knowledge of the USRAP.
  13. Has ability to lead or support sensitive, urgent U.S. passport only investigations.
  14. Attends Quarterly Fraud Trend meetings.

Data Management and Analysis

  1. Provides oversight of Program Integrity Unit investigation trackers.
  2. Leads the coordination of the development of data management tools for the Program Integrity Unit.
  3. Works with the IT Department to automate Program Integrity Unit reporting, where possible.

Representation

  1. Serves as the POC for PRM, CWS HQ and all external partner meetings and presentations for the Program Integrity Unit.
  2. Develops and maintains effective and independent relationships with CWS/RSC Africa USRAP partners and donors, including PRM, USCIS, IOM, UNHCR, and domestic Resettlement Agencies as the organization’s external anti-fraud focal point.
  3. Ensures partner communication from the unit is professional, timely and proactive.
  4. Represents organization policies and culture to staff.
  5. Ensures the workforce is professional when representing CWS RSC Africa to refugees, partners, the funder, and colleagues.

Performance Management

  1. Provides direct supervision and leadership to Program Integrity Manager and including yearly performance evaluations, developing job descriptions, participating in hiring, and coordinating leave.
  2. Provides indirect supervision and leadership to the Program Integrity Specialists at the Country Offices, including developing job descriptions, participating in training and additional support as necessary.
  3. Provides guidance and acts as a resource to programmatic staff working on Program Integrity related projects.
  4. Ensures establishment of performance expectations and communication, onboarding, and training.
  5. Travels periodically to field locations throughout sub-Saharan Africa for monitoring and training.

Staff Care

  1. Monitors and ensures safe, healthy, and professional work environment.
  2. Ensures direct reports are accessing and using their benefits appropriately, including leave.
  3. Actively supports staff by promoting safe space, open-door and the escalation policy.

Program Administration

  1. Liaises with relevant Programs and Administration management to ensure the fulfilment of organizational requirements per trainings and compliance.
  2. Works with the Senior Compliance Coordinator, Refugee Communications Coordinator, and Correspondence Supervisor to ensure compliance with refugee communication guidelines.
  3. Collaborates with the Deputy Director for Administration and the Information Technology Manager to assure internal IT controls are sufficient and surpass guidelines for the security of START and electronic data.
  4. Works with the Processing Support Coordinator and Call Center Manager in the setup of the Call Center to ensure compliance with the ICG requirements on reporting fraud and malfeasance.

This position also performs other duties that may be assigned by the Senior Compliance Coordinator and/or CWS RSC Africa Management to enhance the efficiency and efficacy of the operation.

Qualifications:

Experience:

  • Eight (8) years total work experience required.
  • Three (3) years director supervisory experience with responsibility for hiring, evaluating experience and directing day–to-day work required.

Skills:

  • Attention to detail.
  • Excellent organizational and time management skills.
  • Strong verbal and written English language skills.
  • Demonstrated IT skills, including experience using MS office, and reporting software.
  • Strong self-motivation and initiative skills.
  • Thorough knowledge of US Refugee Admissions Program preferred.
  • Previous investigation experience preferred.
  • Experience living and working overseas preferred.

Education & Certifications:

Bachelor’s Degree is required (or 4 years of work experience in lieu of a bachelor’s degree)

Master’s Degree is preferred
