Background

The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the of the Federal Government of Somalia’s new ESSP and with GPE strategic objectives. The Program focuses on the primary education subsector and seek to expand equitable access to quality primary education opportunities, improving learning outcomes, ensuring the acquisition of foundational skills at the expected level for each grade, and enhance system capacity at the central MOECHE and Member State Ministries. The ESPIG grant aim to address the needs of large numbers of out-of-school children in South Central Somalia, with a focus on children from marginalized groups such as IDPs, pastoralists/nomads, urban poor, minority clans, and children with disabilities, and with a particular emphasis on girls. The grant will be implemented by the Federal Government of Somalia ministry of education, culture and Higher Education (MoECHE) in collaboration with the federal member states ministries of education in Jubaland, South west, Galmudug, Hirshabelle states and Banaadir regional administration with CARE as grant agent and Concern Worldwide as sub-contractor.

Job Summary

CARE International in Somalia is seeking to recruit a Program Manager for the above mentioned Progra . The Program Manager will provide overall strategic leadership and direction for the GPE funded –ESPIG under CARE Somalia’s Urban Youth Program. The Program Manager will be embedded in the Federal Government of Somalia MoECHE office in Mogadishu from where he/she will support the ministry, federal member states, CARE program team and Concern Worldwide to deliver Program results. He/she will head a Program management Unit comprising a team of six senior staff responsible for the delivery of the grant. In collaboration with the PMU team, the Program Manager will be required to ensure the development and operationalization of a robust M&E system for the Program , ensuring high quality measurement of Program outputs, intermediate outcomes and outcomes.

Responsibilities and Tasks

1.Program Delivery

  • At the inception, develop working arrangements of the sub-contractors (Federal Government of Somalia –MoECHE and Concern Worldwide). This includes defining roles and responsibilities of each and the establishing of a Program management committee as well as Program Steering Committee.
  • The incumbent will ensure strong work planning of the Program with area teams, and partners, including budget management, planning of field activities and training plans.
  • Working closely with the PMU team and the departmental Managers of MoECHE, CARE Area Managers and Concern Worldwide, the post holder will ensure that all activities progress as per plan and that all stakeholders and communities are fully involved in the implementation of the Program .
  • Recruit consultants for technical advisory support, training and research, ensuring quality work in collaboration with partners.
  • Oversee timely delivery of all Program deliverables among CARE and sub-contractors (MoECHE and Concern Worldwide)
  • In line with the recommendations provided by the TA- M&E and in close coordination with CARE USA’s Education Advisor, operationalise adaptive management processes to ensure refinement of delivery approaches and maximise impact.
  • Ensure high quality training and facilitation activities throughout the programme.
  • Direct all procurement activities in the program, in coordination with area managers and the procurement and engineering staff.

2.Consortium Management and Coordination

The Program will be implemented through sub-contract to the Federal Government of Somalia MoECHE and Concern Worldwide as well as direct implementation by CARE International in Somalia to ensure Program objectives are met. As a result, the incumbent is expected to cultivate and maintain excellent and productive relations with the ministries of education both at federal and member state levels, Concern Worldwide and other key stakeholders especially beneficiaries, local authorities and the humanitarian community. Tasks include:

  • Take an active role and provide strategic guidance to Program Management Committee and the Program Steering Committee and be the convener of meetings.
  • Oversee the preparation of sub-contracts in collaboration with the CARE Somalia partnership team, and ensure partners implement the activities in line with best practice, the Program proposal and the work plan.
  • Represent the Program in all meetings related to the delivery of education services in Banadir/Mogadishu, Jubaland, Galmudug, Hirshabelle and South west state and other local authorities.
  • Engage in coordination processes amongst education partners and other key stakeholders for greater impact within the programmes.
  • Ensure adequate coordination with other CARE education Program s and other education sector programming through the ESC.

3.Contract Management

The Program Manager will be responsible for contract management and compliance with donor and CARE rules and regulations. He/She will work closely with all the partners to:

  • Ensure compliance with the grant rules.
  • Manage grants and ensure compliance with CARE & donor regulations, formats and requirements and policies, working in close coordination with CARE USA Education team.
  • Ensure progress against grant proposals/work plans
  • Ensure quality and timely submission of reports in line with donor requirements
  • Ensure adequate financial management in liaison with the CARE Somalia finance requirements
  • In collaboration with the Urban Youth Program Coordinator and the Finance department facilitate timely audits and evaluations as required.
  • Coordinate grant management with FGS MoECHE, Concern Worldwide Program manager, and in collaboration with the CARE Somalia partnership team.
  • Ensure all procurement and program implementation is conducted in line with GPE’s contractual requirements.
  • Maintain a Risk Register of the Program.
  • Ensure a sustained focus on child protection and child safeguarding in this Program in line with CARE Somalia’s Child Protection and Child Safeguarding Policies by establishing a set of procedures relating to child protection and safeguarding which are tailored to the Program and mechanisms to monitor its adherence.

4.Staff Management

  • The position will head the PMU with a team of six technical staff – Technical Advisor –M &E, Education Technical Advisor, TA-Teacher Education, TA- Finance and procurement, Senior Grant Officer and TA –partnership and federal member state coordination and coordinate all activities in each of the regional state.
  • Apply performance management systems to inform consistent strong performance within the team.
  • Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other programme staff for quality implementation in line with CI principles and CARE policies.
  • Collaborate with CARE Somalia Urban Youth Program Coordinator for staff training/capacity building of staff and partners on areas of key focus (gender, child safeguarding, M&E, advocacy, DNH)

5.Coordinate monitoring, evaluation and reporting

  • Implement and regularly review the monitoring and evaluation plan of the partners.
  • Coordinate (with TA- M & E) the organization of external baseline, midterm and final evaluation studies.
  • Ensure high quality monitoring and data collection is in place for the programme, taking into consideration the proposal and the prescribed donor contract.
  • Organize joint quarterly monitoring visits to Program sites together with the MOEs and relevant partner staff at all levels to monitor progress and offer guidance/support as required.
  • Receive and review monthly activity progress reports and present summarized briefs to the management committee.

6.Coordinate support from CARE USA Education team

  • Coordinate a robust research based M and E for the Program, Advocacy, Communication and learning sharing in collaboration with CARE USA education team.
  • Coordinate Donor relationships with CARE Somalia- ACD-P and the CARE USA team.
  • Consolidate the Program inception report, interim technical reports and final technical reports and submit to CARE USA education team for review and submission to the donor.
  • Facilitate together with CARE USA Technical Advisor -Research, the TA- M&E the various Program evaluation activities and sharing of learning

Qualifications

  • Degree in Education or in a relevant field
  • Post Graduate Degree Desirable
  • Minimum of five years managerial experience, including demonstrated experience in leading large scale Program s with complex designs, and in coordinating with other organizations, including consortium coordination and day to day management.
  • Experience in coordinating with Ministries of Education and local governance levels.
  • In-depth understanding of sound programming principles, including adaptive management techniques
  • Solid education sector experience or strong experience in managing adolescent-focused programming, in senior level positions.
  • Experience in managing large scale Program budgets preferably GPE.
  • At least 6 years’ experience in education programming, with a minimum 4 years in a management position
  • Experience in the region and/or in fragile contexts.
  • Demonstrated experience in bringing out social change by addressing social cultural barriers affecting girls’ education in challenging contexts.
  • Sound understanding of gender dynamics and social norms in religious and patriarchal dominated settings
  • Strong ability to effectively manage and motivate multi-disciplinary teams;
  • Ability to work under pressure to respond to tight deadlines
  • Decision-making skills
  • Result-oriented.
  • Knowledge of GPE or other similar donors, programmatic and financial regulations
