Job Summary

Under the supervision of the Head of Health Department, the Health Systems Strengthening (HSS) Program Manager provides cross-cutting program quality and management support of the country program’s significant and growing Health portfolio. The HSS Program Manager will support and manage several of the health-focused projects in CRS/Mali’s portfolio, including a five-year CDC-funded initiative to improve health systems’ ability to prevent, detect and respond to public health emergencies, as well as a three-year Farmer-2-Famer program that seeks to strengthen the Government of Mali’s capacity to rapidly detect zoonotic diseases in the animal population and mitigate their spread to humans. In addition, the HSS PM will support the Health Director in implementing the health strategy, encouraging synergies amongst the health projects and pursuing strategic opportunities to expand the health portfolio.

Roles and Key Responsibilities

  • Support Chiefs of Party (COPs) in managing and implementing all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • With the Head of the Health Department, identify department capacity gaps (technical or management) and develop training or other efforts to address these gaps with program teams
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to Health Systems Strengthening, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources
  • As designated, represent projects in external events (conferences, meetings, workshops, etc.), ensuring strong visibility with key stakeholders
  • Serve as Acting COP as required in periods of COP absence

Basic Qualifications (BQs)

Education and Experience

  • Master’s Degree in International Development, International Relations or in the field of Global Health/Public Health required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Additional experience may substitute for some education.
  • Project management experience in Health Systems Strengthening is highly desirable.
  • Experience engaging with partner organizations.
  • Experience contributing to the development of technical proposals.
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Required Languages English and French

Travel– The position is based in Bamako and will require only limited travel to the field

Bamako is currently at a Security Level II, which indicates that international posts are accompanied. However, most regions in Mali are qualified as Security Level III and require careful monitoring and respect of security protocol.
