Job Summary: The primary responsibility of this position is to manage the existing, complex MEAL system during the final year of the six-year Amashiga Program in Burundi. The MEAL Manager will ensure compliance with CRS MEAL policies and procedures while leading high quality implementation of both routine data collection and the final program annual survey. S/he will support program leadership during program close-out through high quality data analysis and final reporting.

Roles and Key Responsibilities:

  • Manage monthly data collection with MEAL team and program leaders, capturing changes in the program IPTT and presenting progress/challenges during regular program meetings
  • Oversee implementation of the most recent Data Quality Assessment recommendations
  • Manage data collection by external consultant(s) for the final annual survey and final learning study, including leading the administrative process, training enumerators, conducting data quality checks, and synthesizing/analyzing final results
  • Prepare data for submission in quarterly reports and final program report including narrative explanation of deviations from targets and higher-level analysis completed in collaboration with program leadership
  • Motivate MEAL and program team to maintain participant feedback loops until all field-based activities are completed, ensuring that all complaints are treated appropriately and documented
  • Participate in program final learning activities and contribute to documents and presentations prepared to showcase program impact

Basic Qualifications:

  • Masters in M&E related studies.
  • Minimum five years professional experience leading M&E systems.
  • Experience working in large, integrated, USG-funded programs in various countries.
  • Demonstrated skills in all MEAL domains – monitoring, evaluation, accountability, and learning — as well as knowledge management
  • Experience managing staff, budgets and planning processes
  • Team-oriented and strong interpersonal skills.
  • Flexibility and ability to motivate
  • Strong data analysis skills
  • Fluency in English and strong command of French are required.
  • Willingness to oversee field-based data collection 10% of the time.

Preferred Qualifications:

  • PhD degree in M&E related studies
  • Eight years professional experience leading M&E systems.
  • Prior experience managing a DFAP/DFSA MEAL system is highly desired.
  • Prior work experience in Burundi and/or Kirundi language skills are a plus.

Supervisory Responsibilities: The MEAL Manager has direct supervision responsibility for three CRS team members (Database Manager, MEAL Manager, and MEAL Officer) and indirect supervision of a consortium member MEAL Manager.

Key Working Relationships

Internal: The MEAL Manager will collaborate frequently with Amashiga programming leadership including the Chief of Party and the coordinators of the three sectoral purposes — Nutrition, Agriculture, and Gender.

External: The MEAL Manager is responsible for overseeing monthly data collection, engaging consortium partner field staff and leadership as needed. S/he must also coordinate approval processes with and service provision by ISTEEBU (the national statistics institute). The MEAL Manager may be engaged in meetings with the donor, USAID.

Work Conditions/Environment Conditions: The MEAL Manager will be based in the CRS sub-office in the Muyinga Province of Burundi until May 2020 with infrequent travel to the main office in Bujumbura, from which s/he will work between June and August 2020.
