Position Summary:

Reporting to the Country Director, the Program Manager for the proposed laboratory project will provide daily leadership and guidance to ICAP’s proposed CDC-funded project, Expanding Access to Quality Laboratory Service (EQUALS) in the Kingdom of Lesotho under PEPFAR (CDC-RFA-GH20-2044). The incumbent will oversee all aspects of the project, including the development of project work plans and budgets, and ensure that program activities are completed on time, within budget, and in-line with CDC requirements.

The position is contingent upon availability of grant funding

Major Accountabilities:

  • Provides daily leadership in the development, implementation, and management of project activities in line with CDC and PEPFAR strategies and within the context of country plans.
  • Oversees all activities, outputs, and outcomes related to project management and administration, including reporting, financial transactions, execution of project plans, and project M&E.
  • Supervises and manages the project team, aligning their efforts with project goals.
  • Provides strategic vision, technical direction, and management guidance to all project activities.
  • Supports in sustaining laboratory capacity to deliver quality services to improve clinical outcomes and treatment and prevention services of HIV, tuberculosis (TB), and related diseases.
  • Works closely with the M&E Technical Advisor to oversee the provision of mentorship and supportive supervision to inform program planning and improved data quality and service delivery.
  • Supports in the development and revision of guidelines, policies, strategic plans, and standard operational plans to improve laboratory infrastructure.
  • Supports the development and implementation of innovative and sustainable laboratory test delivery services in the country.
  • Assists in the implementation of national laboratory strategic and operational plans, guidelines, manuals, training materials, and standard operational protocols.
  • Identifies, prevents, and resolves potential problems and reviews outputs for quality control.
  • Represents the project in all matters on the execution of activities before the local government, CDC, and key partners.
  • Cultivates strategic relationships and alliances with relevant regional partners and funders.
  • Serves as the primary advocate for the project with national and international partners.
  • Presents progress, achievements, and lessons learned to key stakeholders, including CDC, government officials, and other implementing partners.
  • Increases the visibility of the project through representation at high-level visits with CDC.
  • Leads and supports the dissemination of project findings.

Education:

  • A Ph.D. or MD in laboratory science, epidemiology, or related field.

Experience, Skills & Minimum Required Qualifications:

  • Minimum of 10 years of experience in laboratory services and laboratory management with prior experience working to support and improve laboratory systems in sub-Saharan Africa.
  • Demonstrated technical expertise in laboratory quality improvement, document development, specimen management, specimen delivery systems, and electronic information systems.
  • Demonstrated technical expertise in routine laboratory and clinical data-driven activities, including the development and use of data systems.
  • Demonstrated experience serving as a technical resource and in supervisory roles.
  • Proven ability to effectively train and build the capacity of collaborating partners.
  • Written and spoken English proficiency.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
