SUMMARY OF ROLE

The overall role and responsibility of the Program Manager (PM), based in the IntraHealth International Windhoek office, is to manage the DREAMS/Twagamenwa (meaning “We are safe”) sub-agreement, ensure program activities are executed as planned, and oversee adherence to organizational and funder rules and regulations. The PM will be responsible for overseeing the two second tier sub-agreements with IntraHealth Namibia and Ministry of Health Oshikoto Region. The PM will report to the DCOP/Technical Director of the Key Populations – Strengthening Technical Assistance and Response for Sustainable HIV Prevention and Treatment (KP-STAR) project. S/he will supervise the Finance and Administration Officer but will also work in close collaboration with DREAMS technical staff from IntraHealth Namibia and Ministry of Health in all 3 regions (Khomas, Oshikoto, Zambezi) where the DREAMS project is implemented. S/he will be responsible for regular reporting, work plan development and implementation, budget development and tracking, and maintaining positive working relationships with key external partners and second tier sub-partners.

ESSENTIAL FUNCTIONS

Staff and Office Management (30%)

  • Ensure an enabling office environment that promotes coordination and successful implementation of all activities working in close collaboration with the District and Regional Management Teams in Oshikoto, Khomas and Zambezi.
  • Supervise all project staff in the Windhoek office, coaching and mentoring staff to empower them to achieve expected results.
  • Ensure compliance with IntraHealth, donor and Ministry of Health and Social Services (MoHSS) regulations.

Program Management, Reporting & Communications (50%)

  • Work in close collaboration with Project Hope Namibia, MoHSS and IntraHealth Namibia staff to ensure that DREAMS activities are implemented in areas of responsibility.
  • Serve as key support staff in the development of annual work plan and budgets.
  • Oversee execution of work plans to achieve the program expected results, using project monitoring tools to track technical progress and expenditure spending rates.
  • Coordinate project staff in executing activities to ensure smooth program operations.
  • Represent IntraHealth International at the MoHSS and with other key stakeholders. Participate in DREAMS partner meetings, MoHSS meetings/technical working groups (TWGs).
  • Review and write weekly, monthly, quarterly and annual project reports.
  • Contribute to program documentation, including success stories and technical briefs.

External Relationships (20%)

  • Serve as the official IntraHealth Representative to the MoHSS at national, regional, district level and other offices.
  • Maintain positive working relationships with Project Hope Namibia, MoHSS, IntraHealth Namibia, and other partners and stakeholders.
  • Expected to travel once or twice a year to the assigned districts and regions.

MINIMUM REQUIREMENTS

  • A Master’s degree in Public Health, Business Administration, or related field
  • At least 8 years of program management experience, or an equivalent combination of education and experience
  • Strong working knowledge of international health and development
  • Experience implementing PEFPAR-funded projects
  • Proven team leader with strong interpersonal skills
  • General knowledge of HIV/AIDS technical strategies and programs
  • Understanding of the work planning and budgeting process and ability to participate fully
  • Substantial experience in report writing and documentation
  • Excellent computer skills including Microsoft Word, Excel, Outlook and PowerPoint
  • Excellent oral and written communication skills in English
  • Ability to work in high pressure environment and to coordinate and prioritize multiple tasks

Working Conditions/Physical Requirements

  • Minimum noise levels in an office environment
  • Position is based in an office, requiring sitting at a desk most of the day
  • Requires lifting of 0-10 lbs. occasionally or as needed
