Overview of the position:
- With COVID-19 related restrictions, program monitoring in person has become challenging for our clients staff. They have collaborated a program monitoring strategy that includes various approaches to ensure that the program monitoring is done effectively & efficiently regardless restrictions & constrains imposed with COVID-19 & other security related movement restrictions.
- Due to the sensitivity of conducting phone calls with mothers of children enrolled in education programs, our client will only hire female contractors.
- Sexual exploitation & abuse represent a catastrophic failure to protect the people we serve. It causes harm & runs counter to all they have done. Our client has zero tolerance to sexual exploitation, abuse & is putting in place strict measures in its programs to prevent it. An adequate monitoring is essential to ensure the roll out & full compliance with the PSEA framework.
Role objective:
Program monitoring:
- To work closely with all Program Officers & Program Specialist to conduct program monitoring visits, situation analysis & collect beneficiary feedback using the dedicated tools & forms developed by the program teams.
- To submit of quality monitoring reports & other required documents to our clients focal points with a copy to Program Associate monitoring & follow up any feedback that has been received from the program team.
- To support regular meetings with the key stakeholders involved in the program implementation & provide feedback to our client on the matters that are of concern for the program implementation on the ground.
- To support the program monitoring on the ground within their respective operational areas undertaken by the donors 3rd party monitors.
- To use PSEA tools / check lists to monitor PSEA aspect of program implementations, monitor implementation of 6 core standards of PSEA).
- To work closely with PSEA focal points of each section on PSEA aspect of activities, provide recommendations, constructive comments & action points to follow up on, under supervision of LCO PSEA focal point.
- To report any red flags & concerns observed during monitoring activities on the field.
Education:
Under the supervision of the Education Officers & Specialist, the Program Monitor will support the program monitoring, situation monitoring & beneficiary feedback for our client supported education programs within the framework of country program 2019 – 2020 & humanitarian action for children. The detailed duties & responsibilities are:
- To support the program monitoring & beneficiary feedback through phone calls.
- To work closely with Education Officers & Specialist to conduct data analysis.
- To ensure submission of quality monitoring reports & other required documents to the Education Specialist with a copy to Program Associate – Monitoring.
- To support regular meetings with the key stakeholders involved in the program implementation & provide feedback to our client on the matters that are of concern for the program implementation on the ground.
- To take part in trainings organized by our client such as Kobo.
Project reporting:
- Programme Associate, Monitoring with the matrix management to the Education Specialist and Child Protection Officer.
Team management:
- This role has no team management responsibility.
Work experience:
- Minimum of 3 years of demonstrable relevant Child Protection experience.
Geographical experience:
- Minimum of 3 year of experience in Africa (essential).
Languages:
- Fluency in English and Arabic are essential.
Key competencies:
Education:
- Bachelors Degree in Law, Public Administration, Engineering or related discipline.
Other relevant information:
Fees will be paid in 4 settlements, each payment will be accounted the 25% of the overall financial proposal that has been approved by our client & reflected in the contract. The deliverables will include submission of the following documents:
- 6 month plan for the program monitoring in consultation with Education Specialist & Program Associate – Monitoring (10%).
- Data entry using the tools & questionnaire agreed with relevant Sections (10%).
- Reports describing the feedback from the beneficiaries selected (10%).
- Quarterly plan for the program monitoring developed in consultation with Program Associate – Monitoring & program sections education, child survival & development, child protection & emergency (10%).
- At least weekly up update to the Program Associate – Monitoring on the progress of implementation of the monitoring plan (10%).
- Meetings minutes with key counterparts & our clients partners (10%).
- Program monitoring reports using the templates provided by the program sections (10%).
- Situation analysis based on the template provided by the Program Associate – Monitoring (10%).
- Report on PSEA concerns observed during visits / meetings by using PSEA checklist / template (10%).
- Monthly meeting with PSEA focal point to provide update on monitoring progress & follow up of action points in regards of PSEA (10%).
