CBM is an International Christian Development Organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to C8M, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.

Program Officer (Disability Inclusive Development)

Location: Maiduguri, Nigeria; with travels within the north-east & Abuja

Contract duration: 2 year

Contract type: Full-time

Contract start: As soon as possible

Objective

  • CBM is seeking a Program Officer (Disability Inclusive Development) to support emergency response projects in the north-east, funded by CBM Germany and BMZ.

In close cooperation with local implementing partners, the Program Officer (Disability Inclusive Development) assumes responsibility for ensuring the inclusion of persons with disabilities in CBM-supported emergency response projects from the planning phase to final evaluation, including reporting and advocating for the mainstreaming of disability into INGOs, NGOs and MDAs of government programs and activities.

Main Tasks

Planning and implementation:

  • Providing support to implementing partners and other key stakeholders to ensure detailed disability inclusive program planning
  • Strong Advocacy and collaboration with relevant stakeholders, including the governments on disability inclusive development
  • Facilitate joint meetings and activities among partners
  • Monitoring and documenting evidence of disability inclusion for projects
  • Ensuring that data collection and collation from all projects are completed timely and disaggregated by disabilities
  • Deliverables and milestones planning
  • Breakdown of complex activities into tasks
  • Updates on disability audit assessment (and risk management)
  • Regular updating of all plans to ensure adherence to CBM’s DIDs standards
  • Making recommendations and providing corrective measures to ensure that projects are meeting objectives
  • Documentation of lessons learnt and good practices on inclusion
  • Act as a resource person for Inclusive Development in CBM Nigeria Country Office (capacity building and providing support/training to CBM and its partners)
  • Build Capacity within CBM and its partners on Disability and Inclusive Development
  • Support CBM Country Office to formalize partnerships and increase communication with disabled people organization (DPOs)
  • Facilitate the development of joint projects with DPOs and other Disability organizations in the North East

Reporting:

  • Monitoring / progress reporting, according to donor’s requirements
  • Prepare project briefs, reports and presentations as required by donor and CBM Country office

Other duties:

  • Other relevant assigned duties, as necessary

Qualifications

  • University Degree/ HND in Disability Studies, Rehabilitation Science, Psychology, Sociology, Development or other related Social Sciences field is required; Master’s Degree will be added advantage;
  • Minimum of three (3) years specific professional experience working in the area of disability inclusion.
  • Prior experience with international development organizations, particularly with transition programming, and/or programs that have both national and community-level engagement;
  • Fluency in oral and written communication skills; particularly in English language is a must

Languages:

  • Fluency in spoken and written English
  • Understanding of Hausa is added advantage

Nationality:

  • The position is open only to Nigeria nationals.

CBM (previously Christian Blind Mission) is an international Christian development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world. It is considered one of the world's oldest and largest organisations working in this field.[citation needed] CBM was founded in 1908 by the German pastor Ernst Jakob Christoffel, who built homes for blind children, orphans, physically disabled, and deaf persons in Turkey and Iran. Initially CBM's efforts were focused on preventing and curing blindness but now cover other causes of disability.

CBM targets the people affected by disability by supporting local partner organisations to run programmes in the fields of healthcare, rehabilitation (community-based rehabilitation - CBR), education and livelihood opportunities. CBM also advocates for disability inclusion following UN guidelines in international policy-making bodies, and campaigns and raises funds through its member associations. CBM has an emergency response team to respond to conflicts and natural disasters.

CBM reached more than 31 million people in 2012. It supports more than 700 partner-projects in 70 countries and works with various partner organisations, including disabled people's organisations, mission agencies, local churches, self-help groups and relief agencies. It has (as of 2012) 11 member associations in Europe, North America and Oceania.
