The FHI 360 Zambia Country currently invites applications from interested candidates on the USAID Open Doors Project. The USAID Open Doors Project is an activity providing comprehensive HIV prevention, care and treatment services to key populations in targeted provinces of Zambia with the goal of contributing to a reduction in new HIV infections, in alignment with Zambia’s National AIDS Strategic Framework (NASF), 2014 – 2016. Open Doors Project supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) as it works towards the goal of an AIDS-Free generation, in Zambia, as well as globally.

Position title: Program Officer – 1 position

Location: Lusaka

Reports to: Deputy Chief of Party

Basic function

The Program Officer will engage key populations (KP) organizations and communities to collect, compile, and analyze information relevant to the Open Doors project. In addition, the Program Officer (PO) will support planning and coordination of meetings with community resource partners (CRPs) and implementing partners (IPs). The PO will engage and maintain links with KPs to ensure participation and inclusion in project activities design and implementation.

Duties and responsibilities

Develop relationships, sustain contacts and engagements with KP communities and organizations Scheduling meetings, developing agendas, drafting reports, and collaborating with Open Door partners to move KP project activities forward in the KP community Organize and facilitate regular KP partner meetings and share key strategic information for the success of the project at national and community level Facilitate and conduct trainings for staff and stakeholders working with KPs in sexuality awareness and diversity Support KP protection network activities, identify and facilitate support in areas requiring further attention Coordinate the review and approval of the monthly reports, success stories, including monitoring the deliverables for CRPs and implementing partners Provide support to the Regional Program Managers to ensure all activities within the scope of the project are completed and all objectives are met. Liaise with project staff and external partners among government agencies on issues related to access to HIV prevention care and treatment services for other KPs. Develop and maintain a range of communication materials, including KP informed website content, case studies, reports, blog posts, and PowerPoint presentations Monitor and evaluate the work among CRPs and to share success stories and other evidence to illustrate the impact and value of the engagement activities Ensure participation and inclusion of KPs in project activities design and implementation. Act as a focal point person and positive representation of the ODP to the KP community and other stakeholders Assist site level staff in mapping, identification of hot spots and population sizes of KP population Performs other duties as may be assigned by the DCOP.

Knowledge, skills and abilities

Excellent organizational skills and acute attention to detail. Ability to communicate written and orally in a succinct, clear, persuasive manner. Demonstrated ability to work independently and as a team member, prioritize, and competently manage a variety of activities with multiple deadlines. Strong client relations skills leading to high client satisfaction within the KP community. Motivation and willingness to take initiative and full responsibility for various activities which address the needs of KPs access to HIV prevention, care and treatment activities.

Qualifications and requirements

Bachelor’s Degree – Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.  Additional three or more years’ experience with marketing, public relations, advertising, promotion, or other communications methods. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations are also actively encouraged to apply.

Paralegal training and belonging to any of targeted KP communities is advantage
