World Vision Uganda is a Christian relief, development and advocacy non-government organization dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in over 82 districts in Uganda implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & community resilience, education and child protection. Position: Program Officer – Compliance and Reporting

Report to: Associate Director- Grants

Location: Kampala – National Office

Purpose of the position:

The Compliance and Reporting Programme Officer will play an important role in supporting the Operations Division in ensuring that grants are managed, and reported on well. The incumbent will achieve this by establishing systems for tracking grants’ the health and performance of grants and compliance to donor regulations, World Vision guidelines and standard Project Management procedures. The position will also play a big role in bridging the relationship between field teams and World Vision Support Offices, and Donors.

Key Outputs/Responsibilities.

Compliance

  • As may be assigned, support Grants Management Unit in disseminating important information to field teams, and/or Support Offices and donors
  • Regular follow up with cluster managers and project managers on compliance to the detailed Implementation Plans, budgets, donor regulation
  • Support Associate Director Grants in organizing start-up meetings for new grants to ensure timely and accurate roll out of projects
  • Support end of project processes in line with WVU and donor / SO requirements
  • Follow up major procurements for grant implementation
  • Work with project managers and SOs in seeking approval in case of changes in design, milestones and budgets
  • Work closely with Evidence and learning teams in support project managers to develop annual DIPs, Budgets and other project management tools

Reporting

  • Develop, and maintain systems and databases to effectively track grant portfolio size, health, major reporting deadlines, and performance among others
  • Follow up, track, and coordinate projects report submission according to World Vision Uganda and donor specific requirements
  • Facilitate compilation and review reports ensuring timely submission for internal reviews and eventual submission to donor
  • Support project teams to format and package documentation of best practices and success stories in coordination with communication department and Evidence and learning teams
  • Provide support to projects’ teams to apply standardized monitoring tools that enable the National Office to collect an evidence base of grants projects impact on CWB targets

Integration

  • Regular field visits to various project sites and ensure constant dialogue with RPMs, and PM on Grant Management, Compliance and other Integration issues
  • Attend Regional Reflections meetings to ensure that issues on compliance and reporting are raised and resolved
  • Support Acquisition Team in Resource acquisition processes

Donor Relations Role

  • Ensure good communication with and represent WVU to Support Offices, Donors, key NGOs partners and Governmental Departments.
  • Support Grants management unit in developing a strategy for cultivating and strengthening relationships with existing donors, support offices and other stake holders

Qualifications: Education/Knowledge/Technical Skills and Experience

  • University degree in Development Studies, Social Works, Economics or other related field
  • Should have a post graduate training in Project Planning and Management or Project M&E
  • At least 3 years working experience in a related field
  • Must have clear understanding of major donor perspectives, requirements and standards
  • Able to represent World Vision to major donors in a manner that is professional
  • Ability to maintain donor relations through timely and appropriate communications.
  • Requires excellent organizational and time management skills
  • Requires excellent communication and writing skills in English
  • Proficiency in Computer especially in Microsoft Office Suite and data analysis programs such as SPSS, Stata, EPI Info.
  • Possess excellent communication, facilitation, networking and relationship building skills
  • Must be a committed Christian able to stand above denominational diversities
  • Attend daily devotions and weekly chapel services
  • May occasionally require working beyond normal working hours
  • Perform other duties as required
