Context:

IOM Mozambique is building a new portfolio of activities designed to improve community resilience and reduce the drivers of conflict and displacement in Cabo Delgado province of Mozambique. These activities will seek to build social cohesion, civil society, support community-police relationships, and develop livelihood options for marginalized groups. The activities are planned to be implemented across multiple villages and districts, and will require significant coordination, networking, and liaising responsibilities in addition to technical, operational and management oversight.

Under the direct supervision of Chief of Mission (COM) and close coordination with Head of Programmes and Operations based in Maputo and Head of Sub-Office in Pemba, the successful candidate will be responsible for the management, oversight, implementation, monitoring and reporting of the Community Resilience and Peacebuilding (CRP) Programme portfolio and the CRP Team, including the programme Consultants in Cabo Delgado province.

Core Functions / Responsibilities:

  1. Provide overall direction, coordinate and oversee the implementation of Community Resilience and Peacebuilding programmes in Cabo Delgado province through the effective and timely implementation of programme activities, conceptualization and design, planning, monitoring and evaluation.
  2. Establish and maintain credible partnerships with key stakeholders and beneficiaries, including the government, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities and their leaders, donors, and represent IOM in appropriate coordination and operational inter-agency fora relevant to the programmes/projects.
  3. Identify staffing needs and gaps, oversee the selection and timely recruitment of programme staff in coordination with the Resource Management Team.
  4. Oversee, train, supervise and mentor staff assigned to the CRP Programme.
  5. Guide the day-to-day prioritization and implementation of the CRP Programme and portfolio activities.
  6. In coordination with the Head of Sub-Office in Pemba, maintain constant overview of the security situation across the province, with particular emphasis on districts where programme staff are deployed; ensure staff are trained and adhering to IOM and UN security guidelines and protocols on travel, communications, and movements.
  7. In coordination with the Project Development Officer, contribute to the resource mobilization through the development of new projects, including supporting the drafting of proposals, liaising with donors and supporting the production of communication and visibility tools and materials.
  8. Ensure regular coordination with other IOM programmes and activities, especially where these coincide geographically, and identify opportunities for complementarity and synergies across programmes, including, but not limited to the critical humanitarian needs analysis and response, trainings, workshops, study tours, awareness-raising and information campaigns, as well as different projects – including those not related to the peacebuilding portfolio but reinforcing each other, leading to overall increase in wellbeing and resilience in target communities and districts.
  9. Maintain substantial attention to the context dynamics and emerging analysis of the evolving situation in the area of responsibility; identify constraints and obstacles to the implementation of projects assigned and propose solution.
  10. Provide expert technical guidance in community resilience, stabilization, peacebuilding, and community policing activities of Mozambique Country Office (CO) in technical coordination with Transition and Recovery Division (TRD) at Headquarters (HQ) and Regional Thematic Specialists (RTSs) (TRD and IBM), and elaborate general and/or specific information on programme activities as requested by donors/external parties, COM, the Regional Office, HQ and other relevant counterparts.
  11. Monitor financial reports and expenditures of CRP projects, ensure consistent management and timely implementation and reporting of the projects to donors.
  12. Develop appropriate monitoring and evaluation tools that support adaptive management and internal learning to ensure effective implementation of projects and activities, including hosting of work seminars and visits to field locations, as required. Endeavour to build upon existing IOM’s Monitoring and Evaluation (M&E) tools and methods that have been developed for similar programmes.
  13. Provide consistent review, updates and technical advice to the Head of Sub-Office and COM on the overall performance of the relevant projects to ensure effectiveness, conflict sensitivity, coherence, equity and integrity, and establish strategic programmatic linkages and manage risks.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in designing or implementing peacebuilding, resilience, transition or stabilization activities in conflict-affected areas;

• Familiarity with Prevention of Violent Extremism frameworks, practices and sensitivities;

• Experience in liaising with governmental and diplomatic authorities, as well as with national and international institutions;

• Experience developing and overseeing collaborative, inter-agency approaches to complex issues;

• Familiarity with project and resource management;

• Understanding of how to apply risk management and conflict sensitivity in insecure, conflict-affected areas;

• Experience in adaptive management, outcome based monitoring and evaluation, and programmatic learning models is an advantage.

Skills

• Ability to communicate and collaborate effectively with the government officials of appropriate level on matters related to peacebuilding, resilience, transition or stabilization activities, issues and the work of IOM;

• Effective resources management skills including HR and financial management skills and

ability to lead the Unit;

• Excellent organization skills, analytical and creative thinking;

• Understanding of the methodology of application of risk management and conflict sensitivity in insecure, conflict-affected areas;

• Knowledge and working experience in the Region is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.
