Background

Following the Transformation Exercise of 2018 UNDP Egypt has aligned its structure to respond to the Country Programme Document (CPD) 2018-2022 and service model. The new Structure consolidates the Programme Team into three thematic clusters, based on the three outcomes within the new Country Programme i.e.:

  • Inclusive Growth and Innovation
  • Environment and Climate Resilience
  • Gender Equality

A new position of DCD (programme) will be created to supervise the Programme team and relieve the Country Director (CD) of routine management and administrative supervision of the Programme team’s processes. This will enable better focus on strategic leadership and programme growth. All team leaders/Assistant Country Directors will bring greater value through enhanced focus on policy advice, partnership building, pipeline management, quality assurance, programme implementation, monitoring and reporting.

Post Context:

Under the guidance and supervision of the CD/Deputy Country Director (DCD) (P), the Team Leader/Assistant Country Director (Environment/Climate Resilience) manages a major, multi-disciplinary, programme portfolio comprising the specialized, sectoral areas of Climate Change Mitigation and Adaptation (the Paris Agenda); Biodiversity (the Montreal Protocol); Water Management, Coastal Zone Management; and Energy Efficiency and Renewable Energy. Under the guidance and direct supervision of the Team Leader/ACD (P), the Programme Analyst is one of the team of professionals and support staff who provide formulation and continued monitoring of implementation of related programme interventions. The incumbent is responsible for supporting management of the environment/climate resilience portfolios. S/he analyzes political, social and economic trends and undertakes formulation, management and evaluation of programme activities within his/her portfolio.

The incumbent coordinates activities of the projects’ staff. S/he works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme design and implementation.

Duties and Responsibilities

  1. Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNPDF, CPD, CPAP and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  1. Policy Advice
  • Conducts policy research and analytics for evidence-based, national/country-focused policy-making
  • Identifies sources of information related to policy-driven issues
  • Undertakes and maintains analytics to support UNDP strategic analyses.
  1. Participates in the effective management of the CO programme within the areas of environment/climate resilience, focusing on quality control from formulation to implementation of the country programme, achieving the following results:
  • Design and formulation of elements of the CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Preparation of inputs for reporting, including donor reporting.
  • Contributions to development of project/programme pipeline proposals, including identification of new service lines and entry points for programming, responding to emerging trends and challenges.
  • Recommendations to ensure continual alignment of programme actions with the SDGs.
  1. Supports the creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  1. Knowledge Building and Knowledge Management, focusing on achievement of the following results:
  • Synthesis of best practices and lessons learned directly linked to programme/projects and country policy goals.
  • Successful programme advocacy through networking, including:
    • Participation in advocacy networks at national level and linked to international networks.

Experience:

A minimum of 2 years’ experience (or 4 years’ experience with Bachelor’s Degree) with demonstrable results at the national and/or international level in developing and/or implementing project/programme concepts in partnership with Government and Civil society in the area of Environment. Familiarity with complex reporting and institutional accountability processes is also highly desirable.

Relevant experience in the Paris Agenda on Climate Change or the Montreal Protocol on Biodiversity is desirable.

Language Requirements:

Proficiency in English and Arabic.

Other:

Good command with MS Office Products (i.e. Excel, Word, PowerPoint); experience in handling of web based management systems.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.
