Organizational Setting

The Programme Analyst is located in Lesotho Country Office, works under the overall guidance of the Representative and the direct supervision of the Assistant Representative.

Work Relations

The Programme Analyst works collaboratively with the programme team as well as consultants, advisors, and experts and establishes and maintains relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.

Internal contacts include the Representative, Assistant Representative, the CO’s programme/ technical/operations team. External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc.

Main Tasks and Responsibilities

T he Programme Analyst in collaboration with Government counterparts, NGOs and other partners oversees the formulation, design and implementation of the country programme and results it is expected to achieve in line with Government priorities and according to UNFPA programme policies and procedures. In particular the incumbent should ensure that Gender equality and empowerment of women, including GBV is integrated in programmes, plans and budgets.

  • Engages in the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
  • Reviews the political, social and economic environment relevant to UNFPA in seeks to integrate Gender in population and development, reproductive health and work with young people. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
  • Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
  • Ensures the creation and documentation of knowledge about current and emerging gender issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
  • Promotes the inclusion of gender perspective and HIV and AIDS in humanitarian responses to emergencies in the Country.
  • Supports the UN Results Groups to ensure that gender is mainstreamed in the major programmes and plans developed by the UN and key partners.
  • Contributes to build evidence based approaches on current and emerging issues to inform policy development, planning, implementation and monitoring of programmes and plans.
  • Undertakes other tasks as may be assigned by the supervisor.

Qualifications and Experience

Education: Master’s degree in Sociology, Social health, population studies, public health and/or other related social science field.

Knowledge and Experience:

  • At least 5 years’ professional experience at the national or international level in implementing Gender Equality and Women Empowerment programs
  • Work experience with women’s Group and Organizations is an added advantage
  • Excellent skills in computer/information systems

Since UNFPA started working in 1969, the number – and rate – of women dying from complications of pregnancy or childbirth has been halved. Families are smaller and healthier. Young people are more connected and empowered than ever before.

Too many left behind

But too many are still left behind. Nearly a billion people remain mired in extreme poverty. Sexual and reproductive health problems are a leading cause of death and disability for women in the developing world. Young people bear the highest risks of HIV infection and unintended pregnancy. More than a hundred million girls face the prospect of child marriage and other harmful practices, such as female genital mutilation.

Much more needs to be done to ensure a world in which all individuals can exercise their basic human rights, including those that relate to the most intimate and fundamental aspects of life.

Ensuring every pregnancy is wanted

Few things have a greater impact on the life of a woman than the number and spacing of her children. That’s why international agreements going back decades affirm that individuals should have the right (and the means) to freely decide when (or if) to start a family and how many children to bear. Yet, in this new century, some 225 million women who want to avoid or delay childbearing still lack access to the quality services and supplies needed to manage their fertility.

Supporting maternal health

We know how to save almost all women who die giving life. The first step is to ensure they can plan their pregnancies and space their births. Skilled birth attendance at delivery, with backup emergency obstetric care and essential supplies in place, is also critical.

Perhaps the most challenging aspect of reducing maternal death and disability is finding ways to reach all women, even those in the poorest, most remote areas, or in times of natural or man-made disasters. This involves bolstering health systems. It is also critical that pregnant women are able to access all the care they need, from prenatal HIV testing to post-natal care for newborns, at the same clinic or health centre. This approach saves money and saves lives.

Helping young people fulfil their potential

Young people from age 10-24 constitute a quarter of the world’s population (2014).  Their reproductive choices will shape future demographic trends.

UNFPA advocates for the rights of young people, including the right to accurate information and services related to sexuality and reproductive health. Empowered with knowledge and skills to protect themselves and make informed decisions, they can realize their full potential and contribute to economic and social transformation.
