Background Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and coordinate United Nations’ system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women’s Strategic Note (2017-2021) is fully aligned to the United Nations Development Assistance Programme (UNDAP) II for Tanzania covering the period 2016-2021, under UN Delivering as One. UN Women plays a leading role in efforts to coordinate inter-agency work and multi-stakeholder dialogue/programmatic initiatives on gender equality and women’s empowerment through its engagement in the UNDAP II Thematic Results Group on Governance, Gender and Human Rights, the Inter-agency Programming Principles Task Team and senior level decision making structures within the UN system in Tanzania. UN Women is the current Chair of the Development Partner Group on Gender and coordinates initiatives for tracking SDG indicators and research/data collection with a view to enabling tracking of progress towards national commitments to gender equality and the empowerment of women. UN Women also provides advisory and technical support to government institutions including the Ministry of Health, Community Development, Gender, Elderly and Children (MHCDGE&C) and the Ministry of Labour, Empowerment, Women, Youth, Senior Citizen and Children (MLEWYSC&C) Development in Zanzibar as well as sectoral Ministries with a view to strengthening national ownership and mechanisms for policy dialogue on gender and the gender mainstreaming architecture. As part of implementing this mandate, UN Women is co-chair of the Gender Mainstreaming Working Group – Macro Policy (GMWG-MP) together with the Ministry of Health, Community Development Gender, the Elderly and Children (MHCDGE&C) and provides similar support to the Gender Mainstreaming Technical Working Group (GMTWG) in Zanzibar.

UN Women applies multitude of strategies to delivery its normative and programmatic mandate. Knowledge management through research, analysis, findings and lessons learned from evaluations provide evidence base for programmatic interventions and services and for policy advice and engagement. It serves as knowledge hub on gender equality and women’s empowerment at the country level. UN Women, through its programme and policy work, works with national partners to ensure that standards are effectively implemented and truly benefit women and girls. It helps to identify emerging issues and trends, and supports strategies for achieving national and international commitments to gender equality, through innovative approaches and lessons learned. It supports a number of approaches and initiatives that enhance national capacity development. The UN Women Strategic Plan for 2018 – 2021 prioritizes innovation as one of the drivers of change in delivering the Sustainable Development Goals.

In this context, the JPO- Gender and Innovations Analyst will assist in linking with existing gender innovations labs to inform and strengthen programming approaches/strategies of the Country Office. The JPO will work under the supervision of UN Women Deputy Representative and UN Women Policy and Strategic Planning Advisor and in close collaboration with other UN Women team members working in different programmatic areas, including Women’s Leadership and Political Participation, Women’s Economic Empowerment, Ending Violence Against Women and Girls and Gender Responsive Planning and Budgeting. The Country Office consists of 23 staff members, out of which 4 are international and 19 are national.

Learning Component

The JPO will acquire/strengthen skills and competencies in results-based and gender responsive programming, financial management, donor reporting and will complete courses in relation to the role of UN staff members, including ethics.

As an induction to her/his role during the first year of her/his assignment, the JPO will complete the following training/learning activities:

  • UNDP introduction
  • Gender journey
  • Basic and advanced security in the field
  • Ethics course
  • Introduction to Results Based Management
  • HIV/AIDS in the workplace
  • Introduction to ATLAS and UN Women financial management systems
  • Introduction to UN Women systems of planning, programming, performance monitoring and tracking of resource mobilization.

These courses will be completed by the end of the first year of his/her assignment.

The JPO will also receive training on UN joint programming and other UN Women thematic areas of her/his interest drawing on opportunities at international, regional and country level and jointly agreed with the supervisor as part of her/his learning plan.

Content and methodology of supervision:

The supervision will consist of the following elements/steps: induction meeting to give an overview of UN Women rules and procedures and institutional mechanisms and systems, in terms of programming; initial meeting on work plan development and individual priorities; weekly meetings on prioritisation and progress on assignments; quarterly, mid-year and annual review of performance against set priorities in the annual work plan.

Duties and Responsibilities

Under the direct supervision of the Deputy Representative and in close collaboration with the Senior Policy and Strategic Planning Advisor, the JPO will undertake the following tasks:

  • Support the development of an overall innovation strategy/action plan for the country office;
  • Identify opportunities, and establish and maintain partnerships with leading policy institutions, academia, private sector and civil society;
  • Identify and support the development of partnerships and networks with local innovators, youth organizations, NGOs, cultural and religious organisations, the private sector, local media and academia to build and provide a space to nurture and test new and innovative ideas, develop the next generation of thought leaders and build local capacity;
  • Draw good practices and knowledge emerging from the country programme and document them for learning;
  • Advise the country programme on innovative ways to share learning with partners and staff in the country and with others in the Sub-region;
  • Identify scale up/optimization opportunities for adopting innovative approaches, including new technologies and media, to inform adaptation of ongoing programmes, development of new component in the projects and/or inform new interventions;
  • Collaborate with UN Women Implementing Partners in prototyping and piloting innovative processes that engage communities in identifying challenges and solutions;
  • Identify opportunities for resource mobilisation and new partnerships and lead proposal and partnership development efforts on Innovation around acceleration of the SDGs;
  • Identify and document human interest stories that reflect the intended or unintended changes and/or UN Women’s impact;
  • Support documentation of tested innovation projects and processes and ensure effective sharing and generation of knowledge around innovations in the Country Office;
  • Support the facilitation of discussions with Government, Development Partner Group on Gender Equality (DPG-GE) and UN agencies around innovation for gender equality and women’s empowerment within the localization of the Sustainable Development Goals including preparation of background documents.

Key Deliverables

The overall result is that Innovation is mainstreamed as a strategy across the programme sections within UN Women Country Office in Tanzania. The Gender and Innovation Analyst will identify entry points, in close collaboration with the thematic sections, in mainstreaming innovation in the design and implementation of programmes. The JPO will contribute to expanding UN Women’s networks and help to identify new and creative ways for programming, by advocating for increased investments in innovation. The JPO will expected to deliver on the following:

  • Prepare an Innovation strategy for the Country Office
  • Support and coordinate the implementation of the Innovation work plan for each of the thematic sections, including identification of partnerships
  • Comprehensive documentation of innovation initiatives
  • Organize seminars and workshops on innovations with relevant sections and with implementing partners
  • With hindsight of the Country Office resources towards this activity, it will be prudent to explore partnerships with already existing Innovation hubs in the Country so that we leverage their resources

  • Experience in project development/planning, monitoring and reporting.
  • Experience in working with multiple partners including government ministries and institutions, women’s organizations, universities and research institutions, intellectual leaders, UN, civil society/NGOs, development partners and the private sector
  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences.

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.
