The Position
The Programme Analyst: Quality control, learning and policy support in the Uganda Country Office will work under the direct supervision of the Representative and will act as special advisor to him / her on policy matters. The incumbent will be based in Kampala with regular travel to the UNFPA decentralized offices. The Analyst will provide high quality managerial support for programme implementation, knowledge management and learning for policy advocacy at both national and field levels.

Job Purpose:
The population of Uganda has grown at an annual rate of 3 per cent as a result of a persistently high fertility rate (currently 5.4) and a declining mortality rate. Today, 70 percent of the population is below the age of 24 years. Population growth affects virtually all development objectives that are on top of national development agenda. In addition, the influx of refugees from neighbouring countries has made Uganda the largest refugee-hosting country in Africa – posing further burden on the economy and already strained social services.
The United Nations Population Fund (UNFPA), is the UN Sexual and Reproductive health Agency and is working to delivering a world where every pregnancy is wanted; every childbirth is safe and every young person’s potential is fulfilled. The Government of Uganda – UNFPA Eight Country Program (CP8) spells out UNFPA’s priorities in Uganda. The country programme focuses on four outcomes; (i) Sexual and reproductive health, (ii) Adolescents
and youth, (iii) Gender equality and women’s empowerment and (iv) Population dynamics. Programme implementation is coordinated from head office in Kampala and supported by staff across seven field offices located in Moroto, Gulu, Arua, Adjumani, Moyo, Yumbe and Kyegegwa.
Main Tasks and Responsibilities
You would be responsible for:
- Advanced university degree in social sciences, economics, laws or development studies
- Training or exposure in strategic communications and marketing will be an asset.
Knowledge and Experience:
- At least three years of professional experience
- Experience working with International Development partners is desirable
- Excellent computer/information systems skills.
- Understanding of the UN system in general, and especially UNFPA’s mandate, policies, operations and development topics within the Ugandan setting is an added advantage.
Languages:
Fluency in oral and written English
