OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The Management & Administration Unit of the Health Emergencies Programme is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

  1. Provide overall coordination of Health Emergencies Programme’s work in Management & Administration (MGA), and have overall responsibility for the WHE’s activities in the Region, covering a variety of interrelated budgetary and human resources, security and other related issues.
  2. Provide expertise and guidance to the RED, and to DPMs, DAFs and WRs for policies and procedures covering all aspects of Management & Administration related to WHO’s work in emergencies.
  3. Provide coordination , motivation, guidance, management and performance evaluation of staff in management & administration unit’s four technical teams: Workplanning, Budgets & Finance; HR, Security & Staff Wellbeing; Grant Management & Reporting; Continuous Business Improvement.
  4. Review and approve workplans and budgets and manage the work of the Workplanning, Budgets & Finance team in establishing standardized emergency programme work plans and budgets, monitoring the status of funding available and projected and resulting funding gaps and ensuring rapid availability of funding for immediate needs, with sustainable, predictable financing.
  5. Coordinate HR, Security & Staff Wellbeing team and ensure the provision of high quality, predictable HR, security and staff wellbeing services, managing sourcing for events, including development and maintenance of rosters and candidates allowing for rapid deployment of resources during emergencies. Provide advice on security and well-being of all staff, particularly during deployment.
  6. Provide guidance on Grant Management & Reporting and oversee the work of the team in tracking and managing grants and their reporting requirements.
  7. Oversee the Continuous Business Improvement team in developing and monitoring implementation of, guidelines and Standard Operating Procedures (SOPs) for WHO’s work in emergencies, leading to continuous improvement and business process excellence.
  8. Ensure close collaborative working arrangements with other WHO management departments and units, at regional and country office levels.
  9. Represent WHO at official meetings and events as required.
  10. Assist the RED in fulfilling WHO’s mandate and undertaking any other duties as required by the RED.
  11. Perform other related duties including replacing and backstopping as required.

REQUIRED QUALIFICATIONS

Education

Essential

  • Advanced university degree (Masters level or above) in management, business administration, public health or related field.

Desirable

  • Specialized training in emergency/humanitarian response.
  • Training in leadership or management.

Experience

Essential

  • At least 10 years of proven experience in management and administration of international public health programmes, including at least 5 years of management experience in recognized senior leadership positions with direct responsibility for managing both human and financial resources.

Desirable

  • Relevant work experience in WHO and/or UN sister agencies; experience working in relevant non-governmental or humanitarian organizations.
  • Field experience in public health programmes or emergency response programmes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1632 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
