WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
ORGANIZATIONAL CONTEXT
This position is located in WFP Ethiopia Country Office based in the Adama Sub Office. Job holders report to the Programme Policy Officer at the Duty Station.
At this level, work is carried out under minimal supervision. Job holders are expected to produce organized and accurate work, undertaking specific business support activities. They may offer guidance on standard practices to more junior staff in their area of work.
JOB PURPOSE
To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery. In addition to the accountabilities for the position, the Programme Associate – Monitoring, will primarily be responsible to coordinate and provide support to the sub office’s programme unit to analyze information.
KEY ACCOUNTABILITIES
- Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
- Coordinate and communicate with implementing partners, agencies, NGOs and government institutions to plan and perform process monitoring.
- In coordination with key actors, identify solutions (responsible and timeline) for monitoring findings or any reporting delay in line with M&E SOP, for implementing partners/ third party monitoring (when applicable).
- Arrange for regular meeting to follow-up action plans and to present process monitoring findings.
- Arrange for regular meetings with programme team to review performance.
- Coordinate and ensure accurate, timely recording of data and consistency of information presented to stakeholders (Donor’s restrictions, food release notes, distribution data, completion data, etc).
- Liaise with cooperating partners and internal counterparts to present risks, complaints and feedback to support programme reviews and improve services.
- Based on the planned movements vs distributions status, process monitoring findings (medium/high risks), complaint and feedback mechanism and any other programme implementation report, advice on monitoring methods and tools to ensure availability of information especially in remote areas.
- Prepare M&E capacity development and technical assistance plan for cooperating partners.
- In line with WFP Personal Data Protection and Privacy Policy, Data management SOP, M&E and programme procedures and processes prepare and present programme performance reports.
- Provide technical support to prepare monthly situation reports (SITREP) using COMET, ONA and any other corporate system for monitoring and programme implementation.
- Provide inputs on partners’ agreement performance on monitoring and reporting.
- Prepare a report on budget execution for monitoring activities.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has worked with technical teams (i.e. nutrition, VAM, etc.).
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
- Has had experience in areas of work related to monitoring
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area, a diploma or a university degree in one or more of the following disciplines: economics, international affairs, business administration, social sciences, development, is desirable.
Experience: At least six or more years of progressively responsible work experience in the related business stream with experience in monitoring and evaluation in various types of programmes and activities.
Desirables:

- Good independent and collaborative Work.
- Exposure to project management, risk assessment and data management.
LANGUAGE
Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
