ORGANIZATIONAL CONTEXT

This position is located in WFP Ethiopia Country Office based in the Jijiga Area Office. Job holders report to the Programme Policy Officer at the Duty Station.

At this level, work is carried out under minimal supervision. Job holders are expected to produce organized and accurate work, undertaking specific business support activities. They may offer guidance on standard practices to more junior staff in their area of work.

JOB PURPOSE

To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery. In addition to the accountabilities for the position, the Programme Associate Partnership and M&E will primarily be responsible to coordinate, provide technical support to Area Offices’ programme unit and to Sub-Offices, to liaise with cooperating partners, prepare reports and assure clear flow of information on programme activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  7. Act as the Area office focal point for Field level agreement and Memorandum of understanding with cooperating partners and governmental counterparts;
  8. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  9. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  12. Perform other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • In coordination with key actors, identify solutions (responsible and timeline) for monitoring findings or any reporting delay in line with M&E SOP, for implementing partners/ third party monitoring (when applicable).
  • Arrange for regular meeting with cooperating partners and WFP staff to follow-up action plans and review performance.
  • Support projects and operational activities that maintain and develop government and third parties’ partnerships in order to maximize the results of the WFP’s programme activities.
  • Act as the focal point for cooperating partners’ funds management (ODOC and CD&A) at Area office.
  • Coordinate and ensure accurate, timely recording of data and consistency of information presented to stakeholders (Donor’s restrictions, food release notes, distribution data, completion data, etc).
  • Liaise with cooperating partners and internal counterparts to present risks, complaints and feedback to support programme reviews and improve services.
  • Based on the planned movements vs distributions status, process monitoring findings (medium/high risks), complaint and feedback mechanism and any other programme implementation report, advice on monitoring methods and tools to ensure availability of information especially in remote areas.
  • Prepare M&E capacity development and technical assistance plan for cooperating partners.
  • In line with WFP Personal Data Protection and Privacy Policy, Data management SOP, M&E and programme procedures and processes prepare and present programme performance reports.
  • Provide technical support to prepare monthly situation reports (SITREP) using COMET, ONA and any other corporate system for monitoring and programme implementation.
  • Be accountable for the daily plan, follow up and coordination with cooperating partners on the status of their collaboration with WFP on programme activties.
  • Provide inputs on partners’ agreement performance on monitoring and reporting.
  • Prepare reports on budget execution for monitoring activities.
  • Track and collate data to facilitate information flows and to support senior managers in developing new strategies aiming at increasing/maintaining an effective level of programme activities.
  • Gather, analyse and report information in a manner that draws out-fact based insights to inform approach to partners’ relationships and support substantive discussion with partners.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e. Project cycle management, M&E, Resources management, nutrition, Food security analysis, etc.).
  • Has contributed to implementation of programmes, documentation and report writing.
  • Has observed or assisted with policy discussions.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area, a diploma or a university degree in one or more of the following disciplines: economics, international affairs, business administration, social sciences, development, is desirable.

Experience: At least six or more years of progressively responsible work experience in the related business stream with experience in monitoring and evaluation, preparation of reports and process improvement.

Desirables:

  • Good analytical skills, including good command in EXCEL spreadsheet and statistical software (SPSS, etc.);
  • Ability to sustain effective collaborative relationships with appropriate stakeholders.
  • Good independent and collaborative Work.
  • Exposure to project management and risk assessment.
  • Strong writing and reporting skills in English language.
  • Ability to prepare timely reports clearly and concisely.

LANGUAGE

Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
