Role Purpose: We are seeking a Programme Coordinator to manage, develop and report on Concern Worldwide’s multi-sectoral activities under the EAST Programme (EAST) in the provinces of North Kivu and Tanganyika. EAST is funded by the Foreign, Commonwealth and Development Office (FCDO) and managed by a consortium of five international and national NGOs. The programme is operational in four provinces in Eastern DRC (Ituri, North Kivu, South Kivu and Tanganyika) covering activities in Livelihoods, Health & Nutrition and Protection. The Consortium has a cross-cutting commitment to inclusive programming. The Concern Programme Coordinator will be expected to line manage Concern programme managers and liaise consistently and effectively with a broad spectrum of staff and partners to ensure the smooth implementation and active monitoring of all Concern’s EAST activities. The Programme Coordinator will also be expected to proactively engage in lesson learning, making recommendations for ways to maximise the impact of the EAST programme.

Responsibilities:

Programme Management

  • Provide effective and efficient management of Concern Worldwide’s activities under the umbrella of the EAST Consortium in line with project documentation and donor rules
  • Draft and submit project narrative and financial reports according to the agreed timeline, and oversee any necessary budget revisions
  • Promote and ensure the participation and equitable access of participants and communities to EAST activities
  • Participate in Concern-specific and joint assessments with partners and ensure recommendations are followed and monitored appropriately
  • Assist in the development of broader Concern funding proposals which might enhance the impact of EAST activities in Tanganyika and North Kivu
  • Effectively coordinate with, and support Concern’s sectoral teams and in country and head office-based technical advisors in monitoring and improving the implementation of EAST activities
  • Where possible, ensure that adaptive programming is implemented through monitoring and listening and responding to needs that arise
  • Uphold and promote Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
  • Actively participate in emergency response as and when required.

Coordination and Leadership:

  • Participate in and/or ensure effective Concern participation in all Consortium Working Groups and coordinate regularly with counterparts in EAST partner organisations
  • Participate and represent Concern in interagency coordination with relevant actors at District level and participate in the provincial cluster meetings when appropriate
  • Share information on Concern’s activities with coordination structures
  • Support the development of strategies and plans that contribute to raising the profile of Concern in North Kivu and Tanganyika
  • Prepare appropriate and material for regular programme updates and participate in donor calls and meetings as requested by the Head of Consortium and Concern DRC Country Director

Monitoring and Evaluation/Accountability:

  • Work closely with field teams to develop clear monitoring frameworks for the programme in collaboration with the M&E Team and Programme Director
  • Maintain an effective monitoring and planning system to ensure timely reporting, lesson learning, and adaptive programming
  • Ensure effective implementation of the M&E plan, ensuring accurate information is collected, analysed and used through Results Based Management
  • Identify, document, and support the dissemination of programme learnings and success stories
  • With the support of the Programme Director, ensure the Core Humanitarian Standards (CHS) are understood by team members and appropriately incorporated into programme activities
  • Participate in the implementation of the Complaints Response Mechanism (CRM) and ensure that programme information is clearly communicated to communities in a timely manner

Financial Management:

  • Work closely with the Concern DRC finance team to produce timely and accurate budgets, forecasts and budget revisions for the Concern component of the EAST programme
  • Manage and monitor the programme budget and ensure expenditure is in line within agreed projections
  • Ensure that programme expenditure takes place in line with donor policies and procedures, and that resources used efficiently and effectively

Staff Management and Development:

  • Manage the programme team, including technical livelihoods, nutrition and protection managers
  • Participate in the recruitment of the programme team staff
  • Establish clear performance objectives for each of the reporting staff and conduct formal Performance and Development Reviews (PDRs)
  • Build the capacity of current team members on project management and relevant technical skills

Other:

  • Ensure team members are aware of Concern’s policies and procedures, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability, anti-fraud etc. Contribute to the implementation of these policies.
  • Together with other project teams members, ensure inequality and risk and vulnerability are analysed, mitigated against and responded to during the overall planning, implementation and management of the programme
  • Work in a collaborative and proactive manner with the Consortium Coordination Unit and other members of the consortium

Role Holder Requirements:

Essential:

  • At least 4 years of experience in implementing multi sectoral programmes in a complex emergency context, with proven experience in all cycles of the programme cycle
  • Practical experience in managing projects in one of the technical areas – nutrition, protection or livelihoods
  • Experience working on programmes funded by FCDO
  • Excellent spoken and written French & English
  • A proven record of effective team and people management
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Excellent teamwork skills and the ability to build good relations both internally and externally.
  • Experience of building capacity of internal and partner staff
  • Experience in donor reports and communications
  • Proven financial management skills
  • Commitment to Concern’s ethos and values
  • Sound IT skills, including Word and Excel
  • Good team player, flexible and capable of working with a multinational country team,
    politically and culturally sensitive.

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
