Context:
Under the direct supervision of the Regional Director (RD) and in close coordination with the Chief of Missions, Project Focal Points/Managers, relevant colleagues at the Regional Office (RO) and Headquarters (HQs), the successful candidate will be responsible for the coordination and implementation of regional programmes and activities mainly focused on the DFID funded Safety, Support and Solutions in the Central Mediterranean Route aimed to ensure migration is safer and more orderly, resulting in fewer deaths and less suffering along migration routes.
Core Functions / Responsibilities:
- In support of the Project Focal Points/Managers, play a lead role in ensuring successful coordination and implementation of IOM’s DFID funded migration programme in North Africa, focused on ensuring safer and orderly migration.
- Develop, maintain and monitor detailed work plans, expenditure plans and other necessary guiding tools for the activities of the projects in coordination with the respective Project Focal Points/Managers and provide regular updates to IOM offices including but not limited to Cairo, London, and respective donors.
- Monitor the implementation of the work plans at regional and national level, including financial monitoring in close coordination with respective Project Focal Points/Managers and propose more efficient methods where needed.
- Provide overall technical and management guidance to Project Focal Points/Managers in the execution of the projects in participating countries to ensure quality and timeliness of project implementation.
- Participate in core programme governance team meetings to support overall programme coherence, and synergies with other regions and donor funded programmes and ensure proper documentation and follow up where relevant.
- Ensure effective liaison and maintain good communication with regional partners and other stakeholders, including mobilizing co-financing with partners and potential donors.
- Plan, organize and guide meetings, regional workshops and other inter-country activities in coordination with respective IOM country and regional offices including workshops for sharing experiences in thematic areas and exchange visits among stakeholders and project sites, in accordance with the work plans.
- Ensure timeliness and efficiency by regularly monitoring the progress and budget utilization throughout the implementation of the projects’ activities; and advise the Project Focal Points/Managers on corrective measures if necessary.
- Ensure that country offices are equipped to attend local coordination meetings with other humanitarian and development actors by providing them with the necessary guidance and briefing them on relevant regional migration developments; as well as supporting them on any relevant action points.
- Maintain records on technical aspects of projects’ operations, including monitoring of projects’ activities and their outcomes; as well as minutes, decisions and recommendations of meetings and workshops for support and guidance of IOM.
- Synthesize successful results and prepare and disseminate reports and guidance on best practices and lessons learned for their wider replication and in coordination with the Programme Monitoring and Evaluation Officer.
- Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements, including the completion of flexibility pro-forma.
- Based on inputs from Project Focal Points/Managers, coordinate and review country offices’ reports to ensure timely and quality project progress and implementation reports for submission to donors (in accordance with IOM and donor reporting procedures).
- Stay abreast with the latest policies and trends on migration issues in close coordination with IOMs relevant departments at ROs and HQs.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Operational and field experience in coordination, project management and monitoring and evaluation of migration related projects, experience (2-3 years) in managing multi-country and/or regional DFID funded projects;
• Strong experience in coordination, communicating and liaising with governmental authorities, UN and international and national NGOs and other national/international institutions;
• Work experience in the North Africa region is an asset;
• Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries;
• Excellent knowledge of technical cooperation principles, concepts and techniques;
• Good knowledge of financial and administrative management;
• Effective resource management and mobilization skills;
• Excellent writing, communication and negotiation skills;
• Ability to prepare clear and concise reports.
Languages
Fluency in English is required. Working knowledge of French and/or Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
