Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Project Manager (SURENI), and in coordination with relevant Programme Managers and Sub-Offices, the successful candidate will be responsible for the implementation and coordination of information activities in IOM Niger.

Core Functions / Responsibilities:

  1. Coordinate and manage the activities of the Information Management Unit and the development of a country wide strategy on data management and other relevant operations in close coordination with the relevant units and sub-offices.
  2. Establish and coordinate field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.
  3. Responsible for overseeing the production of all the required reports and information products on the information collection aspects of migrant assistance activities and Displacement Tracking Matrix (DTM) activities and other units as requested, including, but not limited to, the analytical and statistical reports, migration trends, displacement profiles, maps and other relevant products.
  4. Develop and implement a country-wide strategy on mobility tracking, flow monitoring, village assessment surveys and/or other relevant population data collection management operations in close coordination with relevant Units, Sub-Offices and the Regional Office and external partners where relevant.
  5. Contribute to the resources mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposals.
  6. Develop and oversee the implementation of a capacity building strategy with relevant government counterparts on information management related to migration assistance.
  7. Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM Information and Communication Technology (ICT) policies, standards and best practice for high performance, reliability and information security.
  8. Manage programme staff, prepare and organize training for staff on project activities on a regular basis.
  9. Manage and oversee Information Management coordination with relevant government actors and partners where relevant and necessary, and operational and technical aspects.
  10. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.
  11. Liaise and represent IOM at meetings and events where these programmes are being discussed.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Business Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in humanitarian emergencies;

• Experience in migration assistance activities;

• Experience in the development and implementation of the Displacement Tracking Matrix

(DTM) or similar assessment and information management activities;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

Languages

Fluency in English is required. Working knowledge of French is an advantage.
