Context:

Uganda is a country of origin, transit and destination of migrants. In addition, the country is currently hosting over 1.4 million refugees, the largest refugee population in the African continent. IOM works actively within the United Nations Country Team (UNCT) and with government counterparts to serve migrants and refugees and strengthen the capacity of the Government of Uganda to manage migration.

For the past five years, IOM Uganda has implemented interventions in the areas of counter-trafficking, assisted voluntary return, immigration and border management (IBM), labour migration, migration and health, community stabilization/social cohesion as well as delivery of water, sanitation and hygiene (WASH) services to refugees. These interventions are being implemented alongside IOM Uganda’s well-established resettlement portfolio.

Uganda is one of the countries benefiting from the Better Migration Management (BMM) Programme, a regional, multi-year, multi-partner programme funded by the EU Trust Fund for Africa and managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). IOM is one the main implementing partners for the programme along with United Nations Office on Drugs and Crime (UNODC), Expertise France, Italian State Police, Société de Conseil et de Service du Ministère de L’Intérieur (CIVIPOL) and the British Council.

Under the direct supervision of the Chief of Mission (CoM) and in close coordination with

relevant units in IOM Headquarters (HQs) and the Regional Office (RO) for the East and Horn of Africa, the successful candidate will be responsible for the overall implementation of the IOM component of the GIZ BMM Programme and for creating synergies with related national and regional project activities, including IOM’s Regional Mixed Migration program for the Horn of Africa.

Core Functions / Responsibilities:

  1. Coordinate the overall implementation of the BMM Programme in Uganda, in a timely manner, overseeing its financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
  2. Play a lead role in provide strategic direction of IOM’s BMM programme and other IOM projects in Uganda in collaboration with Programme Support Unit (PSU), and ensure relevant and effective implementation of projects.
  3. Ensure appropriate coordination with and amongst respective RTS and information sharing within the Regional Office, IOM Brussels, and Country Missions involved in the implementation of the BMM Programme and other related projects as required.
  4. Provide regular updates and reports to the donor covering all IOM activities under the BMM project in accordance with IOM and donor formats as required.
  5. Participate in donor and partner meetings as required.
  6. Undertake duty travel relating to project implementation, monitoring and assessment, liaison with counterparts, problem solving.
  7. Coordinate all reporting requirements as set out by the donor and in line with IOM internal reporting requirements.
  8. Monitor project expenditures and ensure it is line with the budget provisions and coordinate the submission of financial, interim and final reports to the donor.
  9. Analyse and assess progress and implementation reports and take corrective action with respect to decisions, problems, or deviations.
  10. In collaboration with the PSU, analyse development and humanitarian assistance policies, trends and priorities and develop resource mobilization strategies based on solid results frameworks that respond to emerging migration trends as well as country and donor priorities including the National Development plan (NDP) United Nations Development Assistance Framework (UNDAF), the Regional Refugee Response Plans (RRPs) and IOM’s country, regional and global priorities.
  11. With support from PSU, develop strategies for IOM involvement in various frameworks meant to bridge the divide between humanitarian and development assistance refugees.
  12. Represent IOM in relevant inter-agency forums including, but not limited to, the UNDAF Programme Reference Group, and provide support to the Chief of Mission, Regional Office and Headquarter colleagues in relevant high-level forums on migration.
  13. Support the monitoring of progress against strategic objectives, project benchmarks and UNDAF results.
  14. Ensure a coordinated and strategic approach to IOM’s contribution to the UNDAF. This includes ensuring a strategic presence of IOM in UNDAF working groups and coherent UNDAF reporting. Act as IOM’s focal point for the development of the new UNDAF.
  15. Coordinate and implement staff capacity measures in the areas of project development, project reporting, results-based management, joint programming and monitoring and evaluation with the support from PSU.
  16. Prepare guidance notes, documentation and briefs for senior officials.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Migration Studies, International Relations, Political Science, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project development, implementation and monitoring.

• Experience working in various migration management areas of IOM’s portfolio including emergency preparedness and response, counter-trafficking, IBM, migration policy, labour migration and migration and health.

• Proven track record of establishing and maintaining good working relationships with governmental, diplomatic authorities, UN agencies, and civil society.

• Proven experience mobilizing funds from various donors including humanitarian and development donors.

• Experience in East Africa region is an advantage.

Languages

Fluency in English is required. Working knowledge of Swahili is an advantage.
