The Civic Engagement Alliance programme is a five-year multi country programme enhancing the right to food and access to inclusive markets for smallholder farmers. Specific target groups are women, youth and marginalized groups. The programme is a strategic partnership with the Dutch Ministry of Foreign Affairs aiming at strengthening the capacity of civil society in policy influencing and advocacy. In the Central and Eastern Africa region the programme is implemented in Ethiopia, Kenya and Uganda. ICCO Cooperation works in a coalition with EDUKANS, KerkinActie, Co-Prisma, Wilde Ganzen and CNV.

The Program Development and Research Officer is responsible for improving the content and visibility of the Civic Engagement programme within the framework of our strategy. To fight poverty and injustice we need improved visibility and evidence to: mobilise resources, raise awareness and effectively lobby and advocate for issues relating to our programme. This Officer will assist in writing concept notes/proposals to increase the impact of the Civic Engagement Alliance and to develop documents for use to donors.

Reporting relationship

The Programme Development and Research Officer reports to the Country Manager and works in a multidisciplinary team and in direct collaboration with the program staff.

Job summary

The Programme Development and Research Officer will be responsible for research, writing, editing, fact-checking, designing presentations and proposal documents, adapting and rewriting.

Duties and Responsibilities

Business development and partnerships

  • Resource mobilisation plan: Development and execution of the resource mobilization plan and efforts in the areas of: Food security and nutrition, livelihoods, DRR amongst others. Conduct research on current and prospective funders.
  • Proposal development: Write proposal components, including executive summaries, technical sections, management plans, capability statements, past performance and staffing plans. Support resource mobilization team in development and negotiations of proposal budgets and budget narratives.
  • Partnership creation and opportunity management: Cultivate and strengthen relationships with institutional donors, partner organizations and other stakeholders. Research, track and analyze new opportunities and ICCO Kenya competitive position within the institutional donor space. Coordinates fundraising activities.

Content Research and Programme Development

  • Deliver quality information and research material serving public support activities by the ICCO global office (including fundraising), targeting the general public, congregations, private funds, equity funds and other (institutional) target groups.
  • Support in writing program development documents to donors and partners.
  • Develop/contribute to the development of quality funding proposals to be submitted to potential donors for themes related to ICCO priority topics.
  • Make, collect and select quality information, adjusting it to the objectives of the programme
  • Pitch articles for donors and publication, presentations for meetings.
  • Establish contacts and sources to use in future research.

Knowledge Management

  • Help in knowledge capturing and reuse of knowledge in the Civic Engagement Alliance project and other ICCO-led projects in Kenya.
  • Facilitate knowledge transfer sessions, training and documentation.
  • Plan, develop, stand up, support, and promote collaborative tools and techniques such as communities of practice to facilitate sharing of ideas and work among internal teams and external partners
  • Ensure all monitoring information is stored in a timely and adequate manner on the ICCO PMEL database (Promeva)
  • Performs any other duties as may be required

Qualifications and skills needed

  • MA degree in development studies, agribusiness, agriculture, social sciences, communications, project management or any other relevant field
  • Minimum 5 years’ experience in proposal development and writing
  • Experienced in partnerships building and management
  • Affinity with lobby and advocacy work
  • Good knowledge of the social, economic and political situation in the region and local communication methods.
  • Excellent teamwork, communication and organizational skills
  • Excellent critical thinking, analysis and demonstrate experience in research
  • A good command of written and spoken English and Swahili
