The African Policing Civilian Oversight Forum (APCOF) is a Not-for-Profit Trust working on issues of police accountability and governance in Africa. APCOF promotes the values which the establishment of civilian oversight seeks to achieve; namely to assist in restoring public confidence, developing a culture of human rights, promoting integrity and transparency within the police, and nurturing good working relationships between the police and the community. While APCOF is active in the field of policing, its work is located in the broader paradigm of promoting democratic governance and the rule of law.

 APCOF seeks to appoint a Programme Manager reporting to the APCOF Programmes and Research Director and Executive Director.

 Programme Manager Based in Cape Town, South Africa

The incumbent will manage APCOF a new programme on developing the capacity of the South African Police Service to prevent and respond to xenophobic violence and related hate crimes. This is a senior position, which includes a range of activities including managing staff and consultants, fundraising, research, consultations, co-ordination with partner organization’s, administration and other tasks that may be defined by APCOF and could include work on other programmes.

Minimum Requirements:

  • An advanced degree in law, with relevant experience in relation to international human rights law, and with direct experience in both the legal practice and policy environments,
  • Specialist knowledge of international human rights, policing and South African criminal justice,
  • Experience working at a high level with South African criminal justice departments specifically the police services and related entities
  • A minimum of 10 years direct experience working on human rights and criminal justice issues,
  • Experience in project management and fund raising,
  • Proven administrative skills,
  • Proficiency in written and spoken English,
  • Experience in research, with a proven publications record.
