Context:
Under the overall guidance of the Regional Director and the direct supervision of the Chief of Mission (CoM) in Niger, the Programme Manager-Community Stabilization (PM) for the Niger Community Cohesion Initiative (NCCI) will be responsible for the management of a large community stabilization programme (NCCI).
Through NCCI, IOM seeks to improve community stabilization by developing and implementing small-grant activities through a process-oriented, community driven approach in Diffa, Tillabéri and Tahoua regions. The overall goal of NCCI is that at-risk communities have more trust in local government authorities and state structures and have improved resilience and cohesion to resist and address conflict, insecurity and violent extremist threats in targeted regions
The successful candidate will be responsible for the overall coordination and management of project activities and communications with donor.
Core Functions / Responsibilities:
- Manage full programmatic, financial, administrative, logistical and relational responsibilities for all programme activities and ensure that IOM standards and operating modalities are adhered to during programme implementation.
- Conceptualize and design programme strategies, and direct appropriate resources to project activities implemented in the different sub-regions.
- Maintain a frequent dialogue and close and positive working relationship with the donor to ensure collaborative context analysis and strategy development.
- Supervise relevant international and national staff and recruit and train all programme staff and ensure performance monitoring and evaluation. Oversee recruitment of third-party contracted staff, consultants, technical experts or service providers in relation to the programme.
- Develop strong monitoring and evaluation system for NCCI including project- database management.
- Ensure that all support units, including ITC, procurement & logistics, financial and human resources are coordinating with programme staff to ensure effective delivery of the programme objectives.
- Actively build and maintain a strong relationship with key governmental and non-governmental program stakeholders at national, regional and local levels.
- In close coordination with the management of the IOM Mission, the Mission’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, be responsible for the safety and security of all programme staff.
- Liaise with international and national counterparts based in and outside of Niger to further the development and enhance the objectives of the programme. Seek programmatic partnerships and synergies when appropriate with other stabilization partners and government entities.
- Actively consult with technical IOM staff from DOE in RO Dakar and from the Transition and Recovery Division in IOM Headquarters, to continually assess the relevance of the NCCI programme for the context in Niger and suggest adjustments to senior management in the mission, if and when needed.
- Responsible for continually developing NCCI in accordance with programme objectives, updated strategic priorities, donor interests and within security constraints.
- Supervise the tracking of all project expenditures to ensure they are in line with agreed budget lines and that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations. In coordination with the relevant units within IOM Niger, RO Dakar and HQ ensure the timely submission of financial reports to the donor.
- Responsible for ensuring that financial and narrative progress reports are submitted on time.
- Ensure that all grant initiatives and planned, developed and implemented following an agreed consultative process with community leaders and government authorities, in accordance with programme goals and objectives.
- Develop and enforce anti-corruption measures and strengthen existing measures to ensure the transparent use of donor funds. Report any incidences of fraud and corruption immediately according to established rules and procedures.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Progressive responsibility with demonstrated supervisory experience on programme management, including aspects related to staff, security, budget, office and relationship management;
• Experience in programme formulation, implementation and evaluation with a focus on community stabilization;
• Experience with programming in a rapid transition or post-conflict context in fragile;
• Previous work experience in quick impact small-grants programming, infrastructure works, procurement and civil-society strengthening highly desirable;
• Knowledge and experience working with IOM and/or large International Non-Governmental Organisations desirable;
• Experience managing staff from diverse environments and backgrounds;
• History of successfully managing close relationships with donors, governments and other stakeholders.
Skills
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization, especially related to transition and recovery programming; and
• Knowledge of UN and bilateral donor programming;
• Very strong managerial and leadership skills;
• Knowledge of local languages is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and working knowledge in French is required (oral and written). Working knowledge of Spanish and German is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
